I DO NOT understand why anyone would try to program a UV5R with anything other than RT Systems! I've done anything that can be done with any number of radios of various brands, including my Boofeng UV5R.
I have never had an issue programming any brand of radio with them.

Here's a few things to consider if you haven't already. Since you
didn't provide much information on what you tried. If you already are
aware of these things, then maybe someone else can benefit.
Have you downloaded the memory structure file from the radio first?
Many don't realize this is the first step. You can't import anything
but the specially structured file that was downloaded from the same
model radio (or one you downloaded and changed yourself) then uploaded
it to the radio.
That needs to be done first to set up the file that you're going to
enter programming data into for each memory channel. Save what you
downloaded, even if it has things on it you're going to erase, just in
case you mess something up, so you can go back to this stage.
Then you can copy and paste into that downloaded form you have after
downloading the file from the radio. Be sure you only copy columns
into appropriate columns in your radio. There may be columns that
aren't in the same place as the CSV file has. Or columns that are
different. Don't change the positions of the columns.
Does this help?

It does, or it has a UV-5R in the drop down menu of supported radios. My problem is that I can't get it to upload a csv file. It will still be easier than entering it into the radio, but I think I'm missing something.
