I've contacted the previous RootsWeb moderators (Carla and Dieter) and they are having trouble getting access to the mail list administrators pages.
On my other RW mail lists I was able to download the active list of members and email addresses.

I've found that it you export the email addresses from the existing RootsWeb admin console, you can do a mass invite from the Admin -> Invite in the Groups.io control for this group. That should help people to get connected to the new mailing list if they would like to.
