The first icon, arrows circling the settings cog displayed while the update was downloading the iPadOS 18.2.1 update. I have my iPad set to only download updates, so that I can do the actual install at my convenience. It disappeared after I applied the update.
The second icon has nothing to do with updates. As I said, I just ran across it and mentioned it because it was also said to be a new icon.

Not of things going on, after the install, during normal operation of the device, on the top of the desktop.
