Thanks to MPD Officer Grear
Lt. Fowler, Just wanted to pass along our thanks for providing Officer Grear to support our walk last Friday night. She was great--very motivated, friendly and constructive about how we could best use the walk to help the neighborhood. I was sorry to learn that we'll be loosing her in the PSA reshuffle, but our loss is another PSA's gain. Please keep us informed about any progress with the mugging incidents along C St and Independence. Fortunately there have been no physical injuries, but the fact that this small group of thugs is targeting women makes the incidents particularly despicable. Also, let us know when it makes sense to commence with community impact statements for our suspected repeat offenders, Dent and Vines. Wishing you and all of the officers in PSA 106 a peaceful holiday season, with thanks for your commitment to the neighborhood. Regards, Brian

A fairly last minute request
Hi there! Happy Holidays! Some of you know that our family adopted Cocoa from Elizabeth, Paul, Eleanor, Maggie and Francesca before they moved to Paris. We are going out of town Tues eve - Monday eve, and are a little wary of leaving her here, unattended. By that I mean without someone around during day/night. So, I am wondering if anyone of you might take her for a mini-vacation? My direct email is catherine@.... And, I would be so grateful! Thank you! Catherine (corner of 11th and Ind)

EM Crime Summary and next SMD05 walk
Neighbors, I'm forwarding the below summary prepared by my ANC colleague, Kirsten Oldenburg. The summary also includes a highlight of the actions taken by the 1st District to address the recent spate of crimes in our neighborhood. I'm in regular contact with Lt. Fowler and can say with confidence that MPD is aware of our concerns and that the officers of PSA 106 are taking the up-tick of robberies in our area seriously. The next SMD05 walk will occur on Friday, January 6th from 9PM to 11PM. We'll meet this time at the corner of Kentucky Ave and Independence. Please contact me or Meg Krause (Mkrause@...) if you are interested in participating. I'll arrange for MPD support for the walk. One of the highlights of our walks is interacting with the various officers who patrol our neighborhood. I would also draw your attention to the regularly scheduled PSA 106 meeting on January 5th at Tyler Elementary (7PM). If you want a face-to-face update on crime, MPD actions and strategies, this is the place to do it. I hope everyone is enjoying a safe and fulfilling holiday season! Regards, Brian ---------- Forwarded message ---------- From: beat26@... Date: Wed, 28 Dec 2011 08:32:29 -0500 (EST) Subject: Holiday Crime & Prevention Tips To: Beat26@... While Beat26 and I took a little holiday time off, life continued as normal ... except crime. So there is a bit of catch up ... If you haven't already heard, there has been a rash of street robberies in PSA 106 so far this month. Here are the numbers as of 12/27/2011: 13 street robberies without gun and 1 robbery (Radio Shack) in which a gun was used; also 1 Assault with a Deadly Weapon (ADW). The latter occurred between known individuals within a residence. During the same period in 2010: 1 robbery with a gun and 2 ADWs. The most recent 2011 street robbery was on 12/20 (there was a cluster of robberies during the first days of the month and then another between the 16th and 20th). I have a lot of details to provide with my December PSA 106 Crime Report next week. Meanwhile, below is some key information about the robberies posted by MPD officials on the 1D MPD Yahoo Group. And ... further down, Crime Prevention Tips. And, the next PSA 106 meeting is Thursday, January 5, 7pm, Tyler Elementary School, 10th & G Streets SE. This is your opportunity to get answers to all your questions about these incidents and what MPD is doing about them and how the community can help prevent them. ... from 1D Commander Hickson on 12/22 on the robberies: "Asmany of you are aware we have experienced a rash of street robberiesrecently in the Capital Hill area of the First District. Weexperience increases of crime in various areas at times; however, ourconcern is heightened due to the exaggeration of this anomaly. Iwanted to share some information concerning these offenses for yourpersonal awareness. * Most frequent days of occurrence havebeen Fridays and Saturdays, with Friday accounting for 43% of theoffenses * The peak time of the offenses is from 8:00 p.m. tomidnight ( 70% ) * Almost 90% of the robberies involve 2-3suspects * Half of the robberies involved the theft of cellphones/I-phones Lt. Eddie Fowler, PSA 106, has implemented anoperational plan to address the issue. Although we can not sharespecifics of his plan, I understand the community's concerns anddesire for information and want to advise that the below strategieshave been implemented. * PSA personnel has been redeployed tothe target areas * 1D district-wide units have been deployed tothe target areas * Several city-wide units have agreed to schedulesome of their deployment in the area * CSOSA (DC's version ofProbation & Parole) has partnered with us to schedule"accountability visits" to persons under their supervisionwho reside in the area. * The First District Detective Unit hasconsolidated the assignment of these robberies to assist withidentifying related offenses * A 1D tactical unit has beenassigned to work within the area and coordinate information withinvestigators I would like to assure you that the FirstDistrict is doing everything we ca

Public Safety Meeting at the Hill Center and walk this Friday
Neighbors, CM Wells is hosting a public safety meeting at the Hill Center this Thursday, at 7PM. I'm tracking down final coordinating instructions, but believe that this meeting will supersede the regularly scheduled PSA 106 meeting at Tyler Elementary. Also, a reminder that we'll be walking Friday night from 9-11PM. Meet at the intersection of Kentucky Ave and Independence. Happy New Year! Brian

Public Safety meeting at the Hill Center
Neighbors, The public safety meeting hosted by CM Wells and 1st District Commander Hickson will be held tomorrow at the Hill Center from 6:30PM to 8:30PM. Earlier I communicated that the meeting would begin at 7PM--apologies for the confusion. This meeting is in lieu of the regularly scheduled PSA 106 meeting. Your chance to influence David Vines sentencing
Neighbors, See below RE the sentencing for David Vines, one of two chronic offenders responsible for at least one of the many thefts from auto committed in our neighborhood last September and October. Assistant US Attorney Bednar is seeking community impact statements to help him build the case that Vines adversely impacts the community. I intend to write a statement, and am looking for 2-3 others to prepare statements as well. If you are interested, please contact AUSA Bednar directly, and please CC me. A neighbor with significant experience is willing to help us craft effective statements, and, I'd also like to keep an archive of statements for future use. I don't want to come across as vindictive or lacking compassion, but Vines is an incorrigible criminal. He has over two-dozen misdemeanors and felonies on the books, and a 100% recidivism rate. He is a shining example of the failure of the city's judiciary to effectively deal with the system's worst offenders. We bear the financial and psychological burden of that failure. Regards, Brian

Quick Updates part 1
4
Neighbors, Please indulge an overdue update on a few matters, and pardon the terse prose--there's much to cover and the hour is late: Hine Development * The Hine Planned Unit Development (PUD) process is underway. The PUD process is essentially a negotiation between the project developer, Stanton-Eastbanc, and the community. In exchange for benefits and amenities, the DC Zoning Commission grants the developers zoning exemptions and variances. The process should last into the late Spring or early Summer. ANC6B has formed a sub-committee consisting of various community groups and stakeholders tasked with crafting a community negotiating position. The sub-committee has met three times and conducted several meetings with the DC agencies and interested parties. For a detailed update on the process and the latest on the efforts of the sub-committee, go to http://hineschoolpud.wordpress.com. * On Monday, 30 January at 7PM, the sub-committee will convene at Brent Elementary to discuss desired benefits and amenities. In my opinion, this is the most important meeting of the subcommittee to date. If you have an opinion on what you'd like to see at the development, or, conversely, what you don't want to see, come to the meeting or feel free to share your feedback with me. Additionally, a survey to assess desired benefits and amenities will be available on the Hine PUD blog in the next 24-48 hours. Crime & Punishment * Much thanks to the two residents who provided Community Impact Statements (CIS) in support of the pending sentencing of Robert Vines, a chronic offender arrested for Theft From Auto during the string of car break-ins last October. We could use a few more statements. If you're interested, send your statement (an e-mail is fine) to the case prosecutor, Assistant US Attorney Thomas Bednar (thomas.bednar@...). I've attached my CIS as a reference. If you decide to send a statement, please CC me if you don't mind. * MPD's redistricting went into effect on 1 January. The boundaries of our old Police Service Area, PSA 106, have changed a little, extending north almost to H St NE while the southern boundary receded to G St SE. Our PSA has also been renumbered. We are now PSA 107. Lt. Fowler remains in charge of our PSA, and has been incredibly responsive to requests for support and information. It's too early to assess staffing reallocations across PSAs, but I'm keeping an eye open. Medical Marijuana * In February, the ANC will be wielding its great weight in one of the City's first permitting actions for medical marijuana dispensaries. An application to place a dispensary on the 400 block of 8th St made it past the City's first round of reviews (one of only 6 to make it), and now comes to the ANC for review and an opinion. I'm interested in your thoughts on this. Pizza * We'll also be reviewing IMA Pizza's application for a fast food exemption at 415th 8th St (the old China Wall). I've met with the owner, Steve Solis, and am impressed with the concept. It's innovative, affordable and healthy. I'm sensitive to some concerns about the proliferation of restaurants on 8th St, but feel like the trade-up from a China Wall to this establishment is a net gain for the block and the community. SMD05 Meeting *I will host an SMD05 meeting Thursday, March 1st from 7PM to 8:30PM at the SE Library. In addition to providing an opportunity for face-to-face interaction, the meeting will focus on possible expansion of the Performance Parking Pilot and will feature information on the program. Hope to see you there! That's all for now. Look for part 2 in the next few days, which will cover: *Sidewalks and Alleys *ANC resident member volunteers *Eastern Market legislation *Reservation 13 Feel free to contact me with your thoughts and questions. Regards, Brian ANC6B05

Bike thief caught last night
8
If any of you awoke this morning to find the wheels, seat and rack stolen from your bike, you should contact the police. Last night I awoke at 2:45am to the sound of the rattle of the iron fence that is in front of our house where my wife locks her bike. I quietly opened the shade and saw a man removing the wheels from my wife's bike. Parked behind him was a bike with several wheels, tires, seats, and racks attached to it. I called the police and they caught him in the alley and took him away. He was an African American male in his 30s or 40s. His bike was loaded with several parts and he parked it right on 11th street while he pulled the seat and wheels from my wife's bike. I know there aren't many people around at 3 am but it was quite obvious what he was up to for anybody who was passing by. Rick and Elizabeth 230 11 Street SE

fundraiser for Ms. Frances' class - greeting cards
Hi all. If this is an abuse of neighborliness, please delete! Our son Thatcher is in Ms. Frances' preschool and they're doing a fundraiser, selling greeting cards. It is a box of 20 cards for $30 and they're very nice cards. 1 box is kid oriented and the other box is mixed. Here's what they look like: https://docs.google.com/viewer?a=v&pid=explorer&chrome=true&srcid=0B0-BcvCnrJVuNTNhYjc1ZWEtOGEzYy00OTRhLWI5MDUtNmM2ZjVjOTYxOWRh&hl=en_US And, 50% of the proceeds goes directly to the preschool, which is unusually high. Please let me know if you're interested in a box. We'd really appreciate it. Thanks, Katy, Walter, and Thatcher 249 11th katycarvt at gmail
