Does anyone recognize this car?

I'm passing this along on behalf of Miron:

A black Subaru with an expired license tag has been parked in the same spot at 224 11th ST SE for approximately a month.? Does anyone know the owner?? I do not want to ask the police for information, as they may just issue a ticket.? The car has a zone 6 permit, so it may belong to one of our neighbors.? ?I just want to make sure he/she is alright.? (Pictures are attached.)

Dear Neighbors,

Regarding the black Subaru noted below, I think it's time to report it at DC 311 as an abandoned vehicle on public property. I think it has been there for at least 2 months, it has a very flat tire, and it has some damage under and on the side of the car. I rather think it's been stolen, so reporting it, in that case, could help the owner get their car back.

I'm going to report to 311 unless I hear anything from anyone in a couple of days.
