Hi all - we just heard outside our window a young man talking to the police because he had just run away from two men who held a gun to the window of his car and then stole his car on the 1100 block of South Carolina. The young man said they ran out of some bushes in a yard.?

I think we should alert all the people who held the meeting at Mott’s a couple of weeks ago.?

Heads up to all to be extra careful to watch for people in bushes and to be wary of South Carolina Ave, which has been busy recently.?

Monday, June 12:?On Monday, Neighbors gathered at Mott's Market to?discuss recent incidents of crime near Walter Street, their root causes, and ways forward?with several political, government, law enforcement, and neighborhood leaders, including: Ward 6 Councilmember?Charles Allen;?Assistant Deputy Attorney General for the Public Safety Division (PSD) in the Office of the Attorney General (OAG),?Alicia D. Washington;?Metropolitan Police Department's (MPD) First District Watch Commander;?Mr.?Peter Bug Matthews; and?Reggie Mathis?from the Office of Gun Violence Prevention.?
   
   
2. MPD's Crime Incident Summary:?The meeting began with MPD's description of two recent crimes?occurring very near Walter Street on or about Saturday, June 3, both of which were?armed robberies with "unknown suspects," and are under active investigation by MPD Officer Andrew McCallum. In each scenario, MPD described that the suspect "approached from behind with a gun" and "departed in a Kia." In one of the incidents, the suspect specifically demanded the phone, phone passcode, and Airpods of the victim at gunpoint. MPD issued a "BOLO" (“be on the lookout") notice for the crime(s), and made the public aware that they can call (202) 727-9099 or text 50411 with information.?
   
   
3. MPD Reaction to Crime & Tips: MPD commented that a "lion's share" of crime in the District and in Capitol Hill is the work of "a few bad actors wreaking havoc...this is not an organized gang." MPD further commented that, overall, crime has been "trending down in the last 14 days," and remains hopeful that they can "clear this case." MPD followed these reactions with?tips for crime awareness?and?potentially life-saving measures?if you are ever in the position of these victims:?
1. If you are out in public using a cell phone or similar device with headphones—and especially Airpods, which have been targeted of late—"keep one earpiece out" so that you can hear individuals approaching from behind.?
2. "Limit the number of valuables you have on you."
3. If targeted for a robbery, "stay calm and follow the robber's directions. It is not worth your life."
4. "Be conscientious—try to?remember one identifying detail, like height, weight, race, age, size of gun, direction the robber leaves in, or car that they leave in."
5. If you are worried that the person will "retaliate when you look them in the eye, look at their shoes—these can help identify."
6. Ask any nearby bystanders / witnesses to "stay behind and speak with MPD" for evidentiary purposes.
   
   
4. OAG on Prosecution of Juvenile Offenses: In response to several questions about the rise of crimes committed by juveniles in the District, Ms. Washington, an Assistant Deputy Attorney General in the OAG's Public Safety Division, described that the OAG "handles, for the most part, all prosecution related to juveniles." She stated that there tends to be this sense in the community that there is "a lot of mystery" around juvenile cases, but stressed that this is intentional—all juvenile matters are kept confidential. She noted that the OAG "cannot even say if the case came to their office." After agreeing that "we are seeing younger offenders with more serious offenses," Ms. Washington then described that, in the instance a juvenile commits a crime, they "have to be charged, 'presented,' have a probable cause hearing," and then "the Judge decides if the juvenile is held, detained, or sent to a youth shelter or secure detention," after which "they are put through trial like an adult." In contrast with adult cases, where "the purpose is punishment,"?juvenile cases focus on "rehabilitation," including "family impact studies" and what might be the best disposition for the matter other than incarceration. If the disposition is incarceration, the juvenile is typically held until age 21.?
   
   
5. Reggie Mathis on Juvenile Trauma: Mr. Mathis, a??from the?Office of Gun Violence Prevention and a?"native Washingtonian?who has been serving his community since his grandmother was the Ward 8 Councilmember," responded to questions about the?"root causes" of juvenile crime. He stated that "poverty" remains a powerful driver, and that "kids are living in these cars" that they might use for crime. They are "spending most of their days on the edge" and are battling peer pressure from friends, and that "they might be in need of something" that they don't have back home. He further stated that "home looks a lot different now...parents are experiencing extreme trauma and passing that on to their kids—would you want to come home to that environment?" He poignantly added, "these days, it's easier for a kid to get a gun in DC than it is an opportunity." One way he suggested that neighbors can help with this crisis is a positive interaction—something that might walk a child back from a bad day or a bad choice.?
   
   
6. Peter Bug Matthews on Neighborhood Efforts: Mr. Peter Bug, an institutional force in the District and founder of Peter Bug's Shoe Repair Academy, provided several helpful?considerations for neighbors as they grapple with "what they can do." One such consideration was to ensure kids have opportunities, much like the ones he provides at the Academy where kids can learn apprenticeship skills and appreciate a craft—they "need tools to get out." Others included making sure neighbors "trim the trees around the light posts, keep the lights on...make it seem like someone lives here," noting that abandoned-looking blocks with no lights on or are in disrepair can become a target.
   
   
7. Ward 6 Councilmember Charles Allen on exacerbating factors: Councilmember Allen closed the conversation with two important data points that add frustration to the system of crime. First, that the "Office of Unified Communications" (OUC)—the District's emergency dispatch unit—is "struggling to hire call takers," which has contributed to many neighbors "giving up on 911" when they haven't been able to get a response. He expressed that he helped install a new Director of the OUC last year, but that he has been pushing for additional "reform through the oversight and budget process." Second, that the DC Department of Forensic Sciences lost its accreditation, slowing down DNA and other testing essential to prosecuting crimes. He stated that his office is working to "find a pathway to get back to an independent" forensics agency.?

1. Per neighbor suggestion, Councilmember Allen is reaching out to Commander Bryant to make sure that MPD leadership is present and engaged.? He is also reaching out to the ANC.? We are also working to have representation from the DC Office of the Attorney General (which prosecutes crime) as well. ?Some neighbors have suggested inviting Peter Bug.? Can someone who has a strong relationship with him volunteer to invite him?

2. I realize that not everyone can make it on the 12th.? This is the only time open on Allen's schedule for the next several weeks. If you know you cannot attend and want to share a message or thought, we'll find a way. ?

3. Thanks to Mott's Market for hosting this event.? Allen has asked us to meet inside Mott's so that those who want to share personal stories feel more comfortable, etc.? Given space restrictions, I think it is best to consider this a meeting for those served by the three listservs receiving this message (that is, roughly the two-block radius around Mott's).

4. If anyone can help me and Michael Skinner get chairs to and from the event, or if you have access to a large number of chairs within walking distance, please let me know.

5. Allen's office asked me to moderate the event.? I am happy to defer to someone with more standing, but I agreed to do this in the?interest of moving things forward.?
