As someone who has lived here since 1991 when we were the murder capital of the country, I can attest that this goes in waves and things do get better but we are definitely in a bad spot and one of the detectives who responded to a friend¡¯s recent armed carjacking on South Carolina Avenue a few weeks back told us that our area is ¡°being targeted¡±.
?
In the 90¡¯s we were told to remain alert always when walking around and especially when getting in and out of vehicles.? That is true again today.? But it¡¯s not enough to be wary in the evening.? We need to be alert during daylight hours as well.??
?
There¡¯s a group of teens that operates around the 1200 block of South Carolina Ave and surrounding streets ¨C until now they¡¯ve been unarmed so not necessarily the same guys who assaulted the woman next to our house last night and they¡¯re not the same ones involved in the recent carjacking.? This local ¡°gang¡± check car handles and break into cars (break windows) but they also stalk people walking around and we saw them following a guy coming back from Trader Joes a few weeks back in broad daylight at 530PM with dozens of people around.? This particular group will sometimes try to chat up people if they notice you watching them (like ¡°can I pet your dog¡± or ¡°do you know where I can find a bathroom¡±).?
?
One of the things the police used to tell us and STILL do today ¨C keep an eye out.? When it comes to reporting people, ALWAYS report anything that seems OFF.? Don¡¯t hesitate to call 911.? Notice the suspects¡¯ shoes, jackets (in warmer weather), and backpacks if any.? These items are usually higher cost items that they do not replace.? They can easily change their pants or shirts or often wear jeans and black hoodies or white shirts like the 16 year olds last night but shoes cost a lot and they are usually proud of them so they will rewear them and they can be distinctive.? Same with winter jackets and backpacks.
?
As far as what is being targeted lately ¨C the biggest thing are cell phones AND Apple earbuds (the expensive wireless ones).? People are being assaulted for those, even on the Metro.? So DO NOT wear those while walking around without paying attention and always keep one out and don¡¯t have your volume on too loud so you can hear people coming up to you.? Most of the people I see walking around these days always have both in and they are listening to music or other things so loudly that they don¡¯t even hear you if you say hello to them.? They are targets.
?
If you¡¯re unpacking or packing your car, if there are 2 of you, have one person on the lookout while the other does the back and forth.? Or just be very aware.? The latest carjacking technique is not to walk or run up to victims but to drive up in another car.? It happens so fast, if you¡¯re too focused on what you are doing getting things in/out of your car, you won¡¯t even see it happen like the latest carjacking on South Carolina Avenue.?

If you notice someone following you, zig zag until you can get home or go to someone¡¯s house if you¡¯re alone.? Whatever you do, do NOT confront these kids or fight them if they rob you.? Hand over whatever they want but you should know that the woman from last night¡¯s attack was assaulted even after she handed over the items they wanted.? They pistol-whipped her so badly, she was bleeding from her scalp and lost a couple of teeth.? Most of the crime is teenagers or very young 20 year olds.? There are NO consequences to their crimes because the city is not prosecuting them even if they catch them (The police have told us this over and over again, much to their frustration and ours - even last night the detective complained about it) so these kids will only continue to target people.
?
We can meet with Charles Allen and the police but I¡¯m afraid that until the city starts prosecuting people for these crimes and get tough on crime in general, we¡¯re in for a long haul.? The good news is that the city is bringing back ¡°community policing¡± after getting rid of it in the 90¡¯s.? It was very effective when it was in effect back then.? It¡¯s one of the things that helped fight crime.? Community policing includes neighbor patrols (like the Orange Hats which Colette happily brought back) and local engagement between residents and the police.? We used to know all our local police officers in the 90¡¯s and even in the early 2000¡¯s.? Of course, we had foot and bike patrols then too.? We likely won¡¯t see foot patrols again as we don¡¯t have enough police but I have noticed a marked increase in police presence around South Carolina Avenue in recent weeks.? The most recent carjacking that occurred was dramatic as the perps wound up shooting up a neighborhood across the river so the police response was huge.? In addition to the 2 other carjackings and the 1 attempted carjacking that have all occurred within a 1 block radius of C Street in the last 12 months, plus the shootings on 11th?(including one where at least one bullet went through a resident¡¯s first floor window), the police are on alert in our area.?
?
As an oldie in the area, I can only recommend you remain vigilant when walking around and when entering/exiting your vehicles, and get to know your local police.? Colette, remember how we used to invite them to neighborhood events ¨C we should do that again.? Actually ¨C in that context ¨C I would recommend organizing a meeting with Allen and asking 1D1 superiors to attend and possibly bring some local officers if they can manage it (may be hard to pull them from the street for a meeting though as they are obviously very busy).? Don¡¯t hesitate to introduce yourselves to police when you see them though (if they¡¯re not busy with a crime), it¡¯s how community policing works!? And it does work!
?
One last thing, if you haven¡¯t already taken part in the city¡¯s security camera program I highly recommend it.? Myself, I am actually going to upgrade to a wired system though because the Arlo cameras are crap and we need more eyes and more reliable camera eyes out there.? I always feel bad when something happens on our corner or the bad guys run past us and my stupid batteries are dead!? Which was the case last night, sadly.

Hi all. I just wanted to let everyone know I witness a very violent armed robbery this evening at C and 13th north of South Carolina. A young woman was beaten and robbed of her phone and headphones at about 945. It was two younger guys, but I didn't get a good look at them. Be careful out there!

I am writing with the hope you will attend a gathering in front of Mott's Market in the next week to address the unacceptable rise in crime in?our neighborhood.?

(By "neighborhood," I mean roughly South Carolina SE to Independence SE, and 11th Street SE to 13th Street SE.? This idea originated on the Walter Street listserv and spread rapidly.)

Do you have an evening available in the next week or so to attend and participate in such a meeting?? There is broad consensus on several neighborhood listservs that we would like to speak with you.? Given this consensus and the concern on Walter Street and in neighboring blocks, I think attendance will be high. ?(My own schedule suggests that this coming Monday, Tuesday, or Wednesday would work, but I don't need to be present.)

You have probably heard about the woman who was robbed and pistol-whipped by a gang of young men this week.? This horrible event is proving a turning point in our neighborhood.? Far too many similar events are now happening on a daily basis,?and there does not seem to be any relief in sight. ?

Though we appreciate the efforts that the Council and police are making to address this issue, there is widespread agreement that it simply is not enough.? We need to work with you and other stakeholders to do more. ?

I think I can speak for the group when I say we want this meeting to be forward-looking and full of specifics, rather than a vague exchange of grievances/finger-pointing.? We are less interested in hearing about what has already been done (you have detailed much of that in your newsletters) than in how to partner with you to increase our efforts. ?

Some key questions that have been raised include:

1. Understanding the challenge of hiring new police officers, how can we get more qualified and trained officers in our neighborhood as soon as possible?? Simply saying "it's too hard" is not helpful for us--there has to be a way. ?

2. How can we ensure that those who commit crimes like the one referenced above are prosecuted and punished, rather than simply let back on the streets?

3. How can community members work together to deter and respond to crime?? This seems particularly important with the summer (which usually brings a rise in crime) approaching. ?

4. We have heard from police that they are no longer "allowed" to pursue policing methods they believe are effective at stopping crime.? What are these methods, why are they no longer allowed (I assume there is concern about racial profiing here, which of course is a legitimate concern), and how can we find fair replacement strategies that work?

Thank you, Charles, for your continued work on our behalf.? If there is anyone you would suggest inviting to the meeting (ANC Commissioners, DC Police leadership, etc.), we would be happy to follow up.

This is the letter I wrote to Charles Allen this morning (note that I am not trying to be exclusive in defining our "neighborhood"; I imagine all will be welcome).? I will keep you posted on his response. ?

I'm sure that we won't be able to schedule a time that everyone can make (including me); hopefully those who can't attend can write questions/ideas in advance, and those who can attend will share notes, etc.

Dear Charles,

I am writing with the hope you will attend a gathering in front of Mott's Market in the next week to address the unacceptable rise in crime in?our neighborhood.?

(By "neighborhood," I mean roughly South Carolina SE to Independence SE, and 11th Street SE to 13th Street SE.? This idea originated on the Walter Street listserv and spread rapidly.)

Do you have an evening available in the next week or so to attend and participate in such a meeting?? There is broad consensus on several neighborhood listservs that we would like to speak with you.? Given this consensus and the concern on Walter Street and in neighboring blocks, I think attendance will be high. ?(My own schedule suggests that this coming Monday, Tuesday, or Wednesday would work, but I don't need to be present.)

You have probably heard about the woman who was robbed and pistol-whipped by a gang of young men this week.? This horrible event is proving a turning point in our neighborhood.? Far too many similar events are now happening on a daily basis,?and there does not seem to be any relief in sight. ?

Though we appreciate the efforts that the Council and police are making to address this issue, there is widespread agreement that it simply is not enough.? We need to work with you and other stakeholders to do more. ?

I think I can speak for the group when I say we want this meeting to be forward-looking and full of specifics, rather than a vague exchange of grievances/finger-pointing.? We are less interested in hearing about what has already been done (you have detailed much of that in your newsletters) than in how to partner with you to increase our efforts. ?

Some key questions that have been raised include:

1. Understanding the challenge of hiring new police officers, how can we get more qualified and trained officers in our neighborhood as soon as possible?? Simply saying "it's too hard" is not helpful for us--there has to be a way. ?

2. How can we ensure that those who commit crimes like the one referenced above are prosecuted and punished, rather than simply let back on the streets?

3. How can community members work together to deter and respond to crime?? This seems particularly important with the summer (which usually brings a rise in crime) approaching. ?

4. We have heard from police that they are no longer "allowed" to pursue policing methods they believe are effective at stopping crime.? What are these methods, why are they no longer allowed (I assume there is concern about racial profiing here, which of course is a legitimate concern), and how can we find fair replacement strategies that work?

As someone who has lived here since 1991 when we were the murder capital of the country, I can attest that this goes in waves and things do get better but we are definitely in a bad spot and one of the detectives who responded to a friend¡¯s recent armed carjacking on South Carolina Avenue a few weeks back told us that our area is ¡°being targeted¡±.

In the 90¡¯s we were told to remain alert always when walking around and especially when getting in and out of vehicles.? That is true again today.? But it¡¯s not enough to be wary in the evening.? We need to be alert during daylight hours as well.??
?
There¡¯s a group of teens that operates around the 1200 block of South Carolina Ave and surrounding streets ¨C until now they¡¯ve been unarmed so not necessarily the same guys who assaulted the woman next to our house last night and they¡¯re not the same ones involved in the recent carjacking.? This local ¡°gang¡± check car handles and break into cars (break windows) but they also stalk people walking around and we saw them following a guy coming back from Trader Joes a few weeks back in broad daylight at 530PM with dozens of people around.? This particular group will sometimes try to chat up people if they notice you watching them (like ¡°can I pet your dog¡± or ¡°do you know where I can find a bathroom¡±).?
?
One of the things the police used to tell us and STILL do today ¨C keep an eye out.? When it comes to reporting people, ALWAYS report anything that seems OFF.? Don¡¯t hesitate to call 911.? Notice the suspects¡¯ shoes, jackets (in warmer weather), and backpacks if any.? These items are usually higher cost items that they do not replace.? They can easily change their pants or shirts or often wear jeans and black hoodies or white shirts like the 16 year olds last night but shoes cost a lot and they are usually proud of them so they will rewear them and they can be distinctive.? Same with winter jackets and backpacks.
?
As far as what is being targeted lately ¨C the biggest thing are cell phones AND Apple earbuds (the expensive wireless ones).? People are being assaulted for those, even on the Metro.? So DO NOT wear those while walking around without paying attention and always keep one out and don¡¯t have your volume on too loud so you can hear people coming up to you.? Most of the people I see walking around these days always have both in and they are listening to music or other things so loudly that they don¡¯t even hear you if you say hello to them.? They are targets.
?
If you¡¯re unpacking or packing your car, if there are 2 of you, have one person on the lookout while the other does the back and forth.? Or just be very aware.? The latest carjacking technique is not to walk or run up to victims but to drive up in another car.? It happens so fast, if you¡¯re too focused on what you are doing getting things in/out of your car, you won¡¯t even see it happen like the latest carjacking on South Carolina Avenue.?

If you notice someone following you, zig zag until you can get home or go to someone¡¯s house if you¡¯re alone.? Whatever you do, do NOT confront these kids or fight them if they rob you.? Hand over whatever they want but you should know that the woman from last night¡¯s attack was assaulted even after she handed over the items they wanted.? They pistol-whipped her so badly, she was bleeding from her scalp and lost a couple of teeth.? Most of the crime is teenagers or very young 20 year olds.? There are NO consequences to their crimes because the city is not prosecuting them even if they catch them (The police have told us this over and over again, much to their frustration and ours - even last night the detective complained about it) so these kids will only continue to target people.
?
We can meet with Charles Allen and the police but I¡¯m afraid that until the city starts prosecuting people for these crimes and get tough on crime in general, we¡¯re in for a long haul.? The good news is that the city is bringing back ¡°community policing¡± after getting rid of it in the 90¡¯s.? It was very effective when it was in effect back then.? It¡¯s one of the things that helped fight crime.? Community policing includes neighbor patrols (like the Orange Hats which Colette happily brought back) and local engagement between residents and the police.? We used to know all our local police officers in the 90¡¯s and even in the early 2000¡¯s.? Of course, we had foot and bike patrols then too.? We likely won¡¯t see foot patrols again as we don¡¯t have enough police but I have noticed a marked increase in police presence around South Carolina Avenue in recent weeks.? The most recent carjacking that occurred was dramatic as the perps wound up shooting up a neighborhood across the river so the police response was huge.? In addition to the 2 other carjackings and the 1 attempted carjacking that have all occurred within a 1 block radius of C Street in the last 12 months, plus the shootings on 11th?(including one where at least one bullet went through a resident¡¯s first floor window), the police are on alert in our area.?
?
As an oldie in the area, I can only recommend you remain vigilant when walking around and when entering/exiting your vehicles, and get to know your local police.? Colette, remember how we used to invite them to neighborhood events ¨C we should do that again.? Actually ¨C in that context ¨C I would recommend organizing a meeting with Allen and asking 1D1 superiors to attend and possibly bring some local officers if they can manage it (may be hard to pull them from the street for a meeting though as they are obviously very busy).? Don¡¯t hesitate to introduce yourselves to police when you see them though (if they¡¯re not busy with a crime), it¡¯s how community policing works!? And it does work!
?
One last thing, if you haven¡¯t already taken part in the city¡¯s security camera program I highly recommend it.? Myself, I am actually going to upgrade to a wired system though because the Arlo cameras are crap and we need more eyes and more reliable camera eyes out there.? I always feel bad when something happens on our corner or the bad guys run past us and my stupid batteries are dead!? Which was the case last night, sadly.

Help moving a tub

 

Folks, does anyone have info on short labor help? Need to move a claw foot tub from the 2nd floor to the street (turning it into a water garden). The stairs are narrow so it needs to be lifted high. Thanks for any info.

And on that note - ?I talked to them about the parking signs etc. ?Once they are done with an area, you can park there (so the southside of 11th St past River Rock Court is obviously done). ?Once they finish the north side of River Rock Court on 11th St. they will cross over to the East side of 11th St. ?As long as they aren¡¯t working on the section of the block you want to park, they don¡¯t care. ?And even the car behind the Prius is not a problem. ?

Drive by shooting/destruction of property incident

 

Hello neighbors,

Some of you may have heard that our front side bay window was a casualty of a recent drive by shooting incident on Sunday, April 9. Fortunately, we were out of town and only came home to find the broken window, shattered glass all over the living room, and bullet fragments on the floor. We reported the incident to the police, Councilmember Allen, and our ANC Commissioner.

Please let us know if you have a connection to a window repair company because we cannot seem to get any anyone's attention!

?
Martha and I wanted to invite you to an?open-house?relating to?Motts Market?which we are hosting at our house (213 11th?Street, SE)?this Sunday between 4 and 6 pm.?? The Save Motts Market group has been holding regular social and other community events including a monthly BYOB gathering at different people¡¯s homes.? This will be an opportunity to meet some of the community members who are involved in the effort as well as to learn a little about where things stand.?? This is intended as a social gathering and we welcome you whether or not you have any interest in making an invesment.? All you have to have to come is an interest in the project and a willingness to meet a few neighbors you don¡¯t already know.
?
To give everyone a little bit of background as to where things stand.? We are moving forward with the work on the building.? We have completed demolition, have submitted an application for a building permit for the first phase of the project, and to date have raised a little more than $600,000 of the $800,000 we believe we will need to complete the renovation and get to breakeven. ??We have a financial model (with what I think are reasonable assumptions) that has us getting to a cash-flow positive enterprise in a few years and a board that was elected by the investors that is effectively and efficiently moving the project forward.
?
The project has also been personally satisfying as there is a lot of neighborhood enthusiasm (the epicenter of which is in Walter Court).? It¡¯s been good meeting a bunch of talented and enthusiastic neighbors and we¡¯ve made a few new friends along the way.? We have also begun to talk to various area market operators and there is interest.?
?
Some of you have said you are interested in hearing more about investing.? If you have interest please let me know and assuming we have a few people who want to hear the formal pitch,? including the progress we have made to date, the business model, and the terms of the investment whoever wants to hear it can join Mike Skinner who has been leading the effort and myself at around 5:30.? ? We are also accepting donations if you just want to give a few hundred dollars to the cause.? (We are raising money that way as well, but it is not deductible.)? If you can¡¯t make it at that time but are interested, let me know and we will find another time.

Do you have a favorite local green business? What makes you think of them as a ¡°green¡± business? The truth is, there is no one answer. Since being green is about advancing equity, protecting the environment, and building the local economy, a green business could come in many forms. From restaurants to clothing stores, to hair salons and beyond, the way each business embodies sustainability will differ.

Fortunately, the District offers many support opportunities and resources for businesses, no matter where they are on the path to sustainability. The Department of Energy and Environment (DOEE) offers a for sustainability incentives and programs available to businesses, and has staff available to provide guidance. They can be reached by calling DOEE at (202) 535-2600 and asking for the sustainable business program staff in the Urban Sustainability Administration. The Department of Small and Local Business Development includes sustainability resources through its , and keeps an archive of , including on topics such as clean energy and urban agriculture.

2023 Environmental Justice Academy Applications Now Open

Offered through the Anacostia Community Museum, the Environmental Justice Academy will engage 35 young women and non-binary youth of color living in communities along the Anacostia River in exploration of the intersections of community, justice, and environment. Participants will engage in hands-on learning activities related to watershed ecology and environmental justice, as well as receive career development and mentorship. Department of Public Works is Expanding Its Food Waste Drop-Off Program and is Seeking Applications

The Department of Public Works (DPW) sponsored Food Waste Drop-Off (FWDO) Program provides residents with the opportunity to drop off food waste for composting year-round at designated locations throughout the District. DPW currently supports 10 drop-off locations, with at least one in each of the District¡¯s eight wards.

To increase access to food waste composting opportunities, DPW is expanding the program by two sites in Spring 2023 and is?accepting applications from dedicated community members to establish, manage, and staff a new FWDO site.?All members of the public are encouraged to apply, including nonprofits, faith-based organizations, businesses, business improvement districts, or other interested parties.

Greenbuild is Soliciting Session Proposals

Greenbuild hosts the largest annual event for green building professionals worldwide where attendees learn and source solutions to improve resilience, sustainability, and quality of life in our buildings, cities, and communities. Greenbuild 2023 will take place in the District on September 26-29 and include walking tours of local green buildings. The is open and closes January 24. District Sustainability Awards Applications Now Open

The annual District Sustainability Awards highlight businesses, individuals, and organizations that are working towards a more sustainable DC. Awardees¡¯ projects and programs support the Mayor¡¯s Sustainable DC 2.0 Plan, which aims to make the District the nation¡¯s healthiest, greenest, most livable city for all residents. FloodSmart Homes Pilot Program Launched

DOEE is piloting a program called FloodSmart Homes that will send a professional to your home for a free flood resilience assessment and help identify the best solutions for your flooding concerns to reduce flood risk in your home. The professional will generate a report recommending the most useful and cost-effective resilience upgrades that would be a good fit for your home. If you agree to these upgrades, DOEE will install them at little to no cost to you. An about the program will take place Thursday February 16 from 7:00 to 8:00 p.m.

Notice of Funding Availability ¨C Enhancing Green Infrastructure Community Benefits

DOEE seeks eligible entities for projects that implement a participatory planning and design process to identify community-identified green infrastructure (GI) benefits for Stormwater Retention Credit-generating projects. GI practices provide many environmental and economic benefits and protect against the harmful impacts of stormwater runoff. A grantee will help one or more communities develop best practices for identifying their desired GI benefits. The National Equity Atlas Fellowship is a year-long program designed to equip advocates of color with skills and tools to leverage data to advance racial and economic equity in their communities. During the experience, fellows will increase their skills in data analysis and visualization while producing data products to use in equity campaigns. Applicants must already be employed by qualifying community-based organizations that use power-building strategies for campaigns focused on systems and policy change. On November 16, the initial draft of the District's first-ever Racial Equity Action Plan was released and opened for public comment. Led by the Office of Racial Equity, the action plan is a three-year roadmap outlining actions that the District will take to close racial equity gaps and measure progress toward a more equitable DC. People in the District?will soon have new options to safely and conveniently recycle their batteries, through a battery stewardship program.?Call2Recycle, the District¡¯s only battery stewardship organization, submitted a proposed battery stewardship plan and DOEE must approve or disapprove it. SDC Winner

The District is fortunate to have organizations and individuals doing outstanding work on sustainability. Each month for the next couple months, we will highlight one of the winners of the . This month, we are featuring Ariel Trahan, Director of River Restoration Programs at the Anacostia Watershed Society. Ms. Trahan engages students in hands-on activities, such as raising wild rice in their classrooms and planting it in the Anacostia River, tree plantings, and meadow restorations.

She is an environmental educator passionate about all District (and watershed) residents having opportunities to engage with their local natural resources in ways that are meaningful to them. Congrats to Ariel Trahan for being a 2022 District Sustainability Award Winner!
