ANC6B is actively seeking interested residents to participate as voting members on committees and task forces. Under the ANC's bylaws, one resident from each Single Member District (SMD) can serve as a voting member of each standing committee. This is your chance to influence events and decisions in the neighborhood, and, by expanding the skills and capacity of the Commission, your involvement will allow ANC6B to do more for our community.

ANC6B features two standing committees--Planning and Zoning and Alcoholic Beverage Control; a term limited Transportation committee; and two Task Forces--the Outreach & Constituent Services TF and the Hill East TF. Planning and Zoning

Purpose: ?Adjudicates historic preservation, zoning and public space cases.

Meeting Schedule: ?Every 1st Tuesday of the month. Next meeting on the 6th of September.

Alcoholic Beverage Control

Purpose: Adjudicates requests for liquor licenses or substantial changes to existing liquor licenses. Negotiates voluntary agreements.

Transportation

Purpose: Advise on transportation issues on the Hill. Develop and recommend improvements to the Performance Parking Pilot (PPP) and expenditure of related budgets.

You can find which ANC 6B District you are in here: .? The respective Committee will consider the applicant at its next meeting and forward a recommendation to the next full Commission meeting. Once approved by the full Commission, the resident member will serve for a period of one year (typically February to February). ?Resident members can serve for a longer period of time if they desire, subject to a determination that the member is in good standing and review by the full Commission each February.

So sorry to hear.? Someone tried to?steal Catherine's bike around six months ago.? It was locked to itself and had a ride along (third wheel) attached to it.? They failed to get it over?our patio fence.? Luckily the dogs woke me up and I?probably interupted them.? The bikes are locked up tight now.

I meant to send this out last week, but someone tried to break into Catherine's car by prying off the frame around the rear passenger window - the one that roles down.? Apparently the crowbar?(or whatever they were using) slipped, the window broke and the alarm went off.? That was just before 5am last Wednesday.? Not sure what the strategy was if they managed to get the window out without setting off the alarm.? There was nothing to steal without getting in the car (two car seats?very well strapped down and the covered area of the back) and the alarm is designed to go off with motion.? It looks like they?started on?my car too - same window.? I noticed a spot on the frame that looked like someone had tried sticking a screwdriver under it.? Only things in my?car was/are two car seats.? They were both parked on the Independence side of our house.? When I took the car down to Capitol Hill Auto to get it repared, Chris (owner) pointed out two other cars that had been broken into over the last?couple weeks.?

Last week, the Historic Preservation Review Board (HPRB) approved Stanton-Eastbanc' s conceptual designs for two of the four buildings planned for the Hine site. (The tall office building at Pennsylvania and 7th Street and the residential building that stretches from D to C along 8th Street.) HPRB's approval was disappointing but not unexpected. What was unexpected was the number of folks the developer turned out to support the project. During months of public meetings on Hine, supporters of the project have been pretty quiet. That was not the case at the HPRB hearing last week. Later this month, both ANC6B and HPRB will review the remaining two buildings as well as the Plaza for the weekend Flea Market. Revised plans will be submitted to HPRB on July 18 (and hopefully available on the developer's website, hineschool.com) and an ANC Special Call meeting on the plans is expected the next week. A 3D scale model will be displayed, but I have no details
on

where it will be located.



The conceptual design phase is the first step in what is expected to be a pretty long process. Personally, I had hoped greater improvements in the designs would be achieved during this early phase, but the critical negotiating begins this Fall during the Planned Unit Development (PUD) process. At that point, the stakes are high and serious community engagement and coordination will be key.



Hill Center



Nearby neighbors of the Hill Center filed a formal protest with the City's alcoholic beverage regulatory body, ABRA, Tuesday. The protest triggers a hearing on July 18. The Hill Center applied for the maximum the law allows for a liquor license in terms of operating hours, capacity, and live entertainment. Neither the Hill Center nor ANC6b saw fit to meet with nearby neighbors about the application. I can't help wondering why Commissioner Kirsten Oldenburg, who represents the Hill Center area, didn't facilitate such a meeting. Doing so would have saved the Hill Center, the neighbors, the ANC, and ABRA a lot of time and effort, not to mention sore feelings.

During last week's HPRB hearing on Hine, Dave Garrison (ANC6B01 Commissioner) offered testimony for himself and cohorts, Commissioners Norm Metzger and Kirsten Oldenburg, saying that enough attention had been paid to nearby neighbors and calling for retail from 7th to 8th along D Street. Garrison falsely claims this would be historically compatible, seeming to forget this has been the site of a school since Civil War times. Here's what they said, "Similarly, we urge that the Board support design decisions for the D Street and Pennsylvania Avenue buildings that emphasize the provision of street level retail for this entire block face from 7th to 8th Street. Such street level retail is entirely appropriate and historically- compatible for Capitol Hill, a community that once had literally hundreds of corner businesses throughout its residential blocks. In addition, retail along the D Street portion will help draw pedestrians from 8th Street south of the

Metro plaza and better connect the new Hine development with established Barracks Row."

Food trailer behind our garage!

 

Hey Folks -

Just wanted to let you know I've given our CSA's farmer, Michael Protas of One Acre Farm, permission to park his truck and food trailer behind our garage in the alley.? He will be parking there on Thursdays from about 3:45 pm - 7pm.?

As you¡¯ll see, residents in Hill East, Rosedale and the Chimney will remain in Ward 6 (as opposed to the map that came out of the committee mark-up last week). From a procedural standpoint, this will be moved tomorrow as an ¡°amendment in the nature of a substitute¡± by Councilmembers Brown and Evans. The votes have been counted and we expect the measure to pass.

Between petitions, in-person visits, community meetings, rallies, emails and a few very long hearings at the Wilson Building, you and your neighbors spoke passionately and strongly about keeping Ward 6 together. Attached is the ¡°new¡± map for Ward 6 ¨C see ¡°Plan 6 (2).pdf¡±. As you¡¯ll see, residents in Hill East, Rosedale and the Chimney will remain in Ward 6 (as opposed to the map that came out of the committee mark-up last week). From a procedural standpoint, this will be moved tomorrow as an ¡°amendment in the nature of a substitute¡± by Councilmembers Brown and Evans. The votes have been counted and we expect the measure to pass.

Thank you to all of the ANC Commissioners for your hard work with neighbors across the Ward. Between petitions, in-person visits, community meetings, rallies, emails and a few very long hearings at the Wilson Building, you and your neighbors spoke passionately and strongly about keeping Ward 6 together. Thank you all!

Tommy wants to make sure that we all give credit to the committee members for listening to the concerns of Ward 6 following the first version of their map, and taking so much feedback into consideration by re-drawing their recommendations.

Last night was an amazing victory for Capitol Hill, including Hilleast, Rosedale and Kingman Park!

Everyone's dedication, commitment and perseverance demonstrated to Council and the City that we are a strong and diverse community (of voters).

First, our friends from around the Hill from 10th St, Kentucky Ave, Eastern Market, and many of the other ANCs testified on our behalf that we are united, and I appreciated all of your words so much.
I especially liked the comments by Mr. Pate at 1:00a.m. His testimony was a summary of all the words spoken last evening, and his words gave Council a good ending to the evening.

Our own neighborhoods showed up in large numbers demonstrating our commitment to fighting this ridiculous plan. Again, one neighbor spoke around 1:00 a.m. with such passion and sense which closed the evening with a huge bang!

Mr. Wells and his staff stayed throughout the whole hearing, and he took on his colleagues at many points during the presentations, and challenged their positions and questions. I admired his public display of support for our goals. It was awesome to see him fighting for us.

While I have to admit sometimes I get very frustrated with some of the challenges I face living on Hilleast, I was so proud last night to have all of you as my friends, colleagues, and neighbors.

Hopefully we can still fight this, and fight for our Kingman Park friends to return to Ward 6!!

Thank you (and sorry for the disruptive kids¡­..Matthew was at Ft. Bragg!).

The full city council will vote on this issue on Tuesday, June 7 or June 14th (depending on when the subcommittee file's its report). Councilmembers can make amendments at several points in this process. Ms. Alexander said she wants Eliot-Hine MS and Eastern HS in Ward 7.

Here is my argument:

1. Ward 6 parents will be disenfranchised if the city council moves Eliot-Hine MS and Eastern HS into Ward 7. We will not be able to vote for, or against, the Ward 7 council person in any elections if we approve, or disapprove, of how he or she is supporting, or not supporting, our schools. We would not have a democratic means to pressure him or her to act in a timely or appropriate fashion, push for necessary changes at our schools, or hold DCPS accountable.

2. We need accountability and consistency across our school district so the schools are able to work together efficiently. We need to expand on, not cut off, the hard work that so many Ward 6 parents have already done to improve Eliot-Hine MS and Eastern HS.

Moving Eliot-Hine and Eastern to Ward 7 would insert an artificial political wall between the ten feeder elementary and schools in Ward 6 and their inbound middle and high schools. For the past three years, the Ward 6 community has come together to propose a plan to revitalize the natural destination schools for our local elementary schools. The Ward 6 Middle School Plan - supported by Chancellor Henderson - includes raising the academic standards, instituting new curriculum, and invigorated community outreach. We have made substantial progress and DCPS is using our model as a template for continued middle school reform across the city. Now, is not the time to inject new voices and new issues into the process.

3. All of the ten feeder schools for Eliot Hine and Eastern are in Ward 6 (except for Thompson Elementary School in Ward 2). No elementary or middle schools in Ward 7 feed into Eliot-Hine Middle School or Eastern High School. Ward 7 has 15 elementary schools, three middle schools and a high school. This proposition would leave Ward 6 without a high school. Eastern High School only teaches 352 students at this time. Eastern's 10 feeder elementary schools teach 3,151 students. i.e there is a huge amount of promise, but only if our political support and voices continue to be heard.

3. In 2007, the DC City Council took the oversight role for DCPS away from the DC school board and gave this responsibility to the city's elected ward council representatives. However, if this redistricting measure goes through, you will be taking this oversight mechanism away from Ward 6 parents. This proposed redistricting would not only drive a wedge in the middle of the community we have created ?€" and kill the promise our public school system sees in Ward 6 ?€" it would undermine the democratic representation we deserve and expect.

4. Do not take us for granted. We hope to send our children to Eliot-Hine Middle School and Eastern High School, but we will only do so if we determine these schools will offer our children an excellent education. We do not want to be forced to move to the Washington suburbs in search of better schools ?€" we expect to find them here in Ward 6 ?€" where a contiguous system would offer accountability, high expectations, and superior academic standards.

We do not have the time for our children to be the subjects of a failed DCPS attempt ?€" due to a lack of proper accountability and continuity. The momentum is here today - if we leave, our energy and resources will go with us.

The numbers do balance. ?Under the new plan the deviation is +/- 2.5%. ?However, to achieve this number, the plan moves 9,000 residents from Ward 6 (that include 2,500 from the jail, but still, they moved almost 10% of Ward 6's non-incarcerated population). ?I would hardly call this "minimally invasive". ?In fact, Jack Evans, the Ward 2 CM and co-Chair of the redistricting committee used the process to move the Convention Center, Verizon Center and several blocks of wealthy residential neighborhoods into his Ward, all while shedding the most racially diverse parts of his Ward. ?Hardly apolitical. ?

I've asked a few insiders how it was possible for Jack Evans to be made co-Chair of the committee, considering that his Ward was one of three that redistricting would clearly impact. ?How is this not a conflict of interest? ?What I've been told is that Kwame Brown made him co-Chair as a consolation prize for being replaced by CM Cheh as the Council Chair Pro?Tempore. ?More politics.

Bad news for us tonight on redistricting. ?The plan divides Hill East at 17th St, ceding Reservation 13, Congressional Cemetery and Rosedale to Ward 7, while offering the one concession of keeping Elliot-Hine and Eastern in Ward 6 (maps are here:?).

You'll notice when you look at the maps that Ward 5 was not even touched. ?Redistricting comes solely at the expense of Ward 6, belying the purely political nature of the decision. ?Well we may be down, but we're not out.

Here's the schedule for future redistricting activities:

1. Subcommittee mark-up vote will be tomorrow at 1 pm in Room 123 of the Wilson Building, 1350 Pennsylvania Ave, SE. This is a public meeting and you are welcome to attend.
2. Additional hearing will be held on Wednesday, June 1st, 6:00 pm in Room 500 of the Wilson Building. This is a public meeting and you are welcome to attend and testify.
3. At this time, the Council will likely take up the proposal for all 13 members to vote on Tuesday, June 7th, 10:00 am in Room 500 of the Wilson Building. This is a public meeting and you are welcome to attend.

Now is the time to expand our lobbying to include the Council Chair, CM Alexander, CM Orange and CM Catania. ?Don't let up, not for a second!!

Bicycle in the Gessford Court Alley

 

We looked out the window this morning and saw an upside down bicycle sans rear wheel and a broken chain in the 11 Street side of the Gessford court alley. It is a blue trek. We moved it to the sidewalk in front of 230 11 Street where it remains.

The numbers do balance. ?Under the new plan the deviation is +/- 2.5%. ?However, to achieve this number, the plan moves 9,000 residents from Ward 6 (that include 2,500 from the jail, but still, they moved almost 10% of Ward 6's non-incarcerated population). ?I would hardly call this "minimally invasive". ?In fact, Jack Evans, the Ward 2 CM and co-Chair of the redistricting committee used the process to move the Convention Center, Verizon Center and several blocks of wealthy residential neighborhoods into his Ward, all while shedding the most racially diverse parts of his Ward. ?Hardly apolitical. ?
