The numbers do balance. ?Under the new plan the deviation is +/- 2.5%. ?However, to achieve this number, the plan moves 9,000 residents from Ward 6 (that include 2,500 from the jail, but still, they moved almost 10% of Ward 6's non-incarcerated population). ?I would hardly call this "minimally invasive". ?In fact, Jack Evans, the Ward 2 CM and co-Chair of the redistricting committee used the process to move the Convention Center, Verizon Center and several blocks of wealthy residential neighborhoods into his Ward, all while shedding the most racially diverse parts of his Ward. ?Hardly apolitical. ?
I've asked a few insiders how it was possible for Jack Evans to be made co-Chair of the committee, considering that his Ward was one of three that redistricting would clearly impact. ?How is this not a conflict of interest? ?What I've been told is that Kwame Brown made him co-Chair as a consolation prize for being replaced by CM Cheh as the Council Chair Pro?Tempore. ?More politics.
I hate to sound like sour grapes, but we're definitely on the short end of this stick.

Bad news for us tonight on redistricting. ?The plan
divides Hill East at 17th St, ceding Reservation 13, Congressional Cemetery and
Rosedale to Ward 7, while offering the one concession of keeping Elliot-Hine
and Eastern in Ward 6 (maps are here:?).
You'll notice when you look at the maps that Ward 5 was not even touched.
?Redistricting comes solely at the expense of Ward 6, belying the purely
political nature of the decision. ?Well we may be down, but we're not out.
Here's the schedule for future redistricting activities:
1. Subcommittee mark-up vote will be tomorrow at 1 pm in Room 123 of the Wilson
Building, 1350 Pennsylvania Ave, SE. This is a public meeting and you are
welcome to attend.
2. Additional hearing will be held on Wednesday, June 1st, 6:00 pm in Room 500
of the Wilson Building. This is a public meeting and you are welcome to attend
and testify.
3. At this time, the Council will likely take up the proposal for all 13
members to vote on Tuesday, June 7th, 10:00 am in Room 500 of the Wilson
Building. This is a public meeting and you are welcome to attend.
Now is the time to expand our lobbying to include the Council Chair, CM
Alexander, CM Orange and CM Catania. ?Don't let up, not for a second!!
