Below please find a couple of quick updates:

8th St Medical Marijuana Dispensary?
After much delay as the City Council refined supporting code (and created exclusionary zones), the ANC will finally review an application to place a dispensary at 409 8th St. ?As a part of the application process, the ANC is afforded an opportunity to weigh-in, similar to liquor license applications. ?The District Dept of Health has sent each affected ANC a questionnaire to complete as part of the application process. ?The questionnaire asks the ANC to address the following three areas:

? ? ?1.??????The ANCs¡¯ concerns or support regarding the potential adverse impact of the proposed location to the neighborhood.?

? ? ?2.??????The ANCs¡¯ concerns or support regarding an overconcentration or lack of dispensaries in the affected ward.

? ? ?3.??????The ANCs¡¯ concerns or support regarding the proposed location¡¯s proximity to substance abuse treatment centers, day care?
? ? ? ? ? ? ?centers, and halfway houses.

We will be reviewing the issue at our next meeting, and I'm interested in your opinion on the matter. ?

Hine
The Zoning Commission hearing on the proposed development is scheduled for June 14th, and will probably take several meetings to fully adjudicate, possibly running into July before concluding. ?The ANC has designated Commissioner Ivan Frishberg and I to serve as the leads in negotiations for project related benefits, amenities and mitigations. ?We've conducted 2-3 negotiating sessions a week for the past several weeks, using the positions crafted by the ANC's Hine Sub-Committee as the basis for discussions, and expect to see a draft response from the developer around the 30th of April. ?If you've been following this endeavor, then you know that there are strong feelings toward the development on both sides of the ledger. ?Perhaps naively, I remain optimistic that negotiations will yield a development worthy of our neighborhood.

Eastern Market Legislation
Word from Councilmember Well's office is that they are seeking a date in the next month to bring revised legislation before the City Council's Committee of the Whole. ?Thus far, the Council Chair has yet to commit to a date for the hearing, citing a need to focus on preparation of the City's FY13 budget. ?ANC6B continues to lobby for a hearing as soon as possible, in order to disambiguate Eastern Market and Hine issues, and to provide the Market's future governance body with adequate time to conduct a thorough turnover prior to the beginning of FY 13. ?

Performance Parking Pilot (PPP)
DDOT has asked ANC6B to delay any request to expand the pilot area until late Summer (reason unknown). ?While the overwhelming majority of people I've spoken with support expansion of the pilot area to its legal boundaries (11th St to the East, East Cap to the North), the delay does provide more time to reach out to potentially impacted residents--a small blessing considering the visceral reactions people have to any change in parking procedures. ?Of note, the Mayor's proposed FY13 budget sweeps the non-automotive transit improvement budget (approximately $1M a year) from the PPP. ?Instead, the Mayor's budget earmarks revenues raised in the Pilot areas to pay down the City's WMATA tax. ?I understand the need to pay our fair share for Metro, but am hopeful that some compromise can be reached to retain at least a portion of the PPP funds for programming in the local area. ?Not only do I support the purpose of the non-automotive transit improvement budget, I hate to see the exercise in participatory budgeting written off as a one-time experiment.

Sidewalks and Infrastructure
ANC6B's Transportation Committee submitted the attached sidewalk repair priority list to DDOT in early April. ? Please note several SMD05 sidewalks on the list. ?I'm happy to report that in the intervening month since submission of this list, DDOT has almost fully repaired the 200 block of 12th St! ?I have to give DDOT a great deal of credit for being responsive to our requests and working diligently to repair the many sidewalks we've brought to their attention. ?Now on to 9th and 10th Streets!

Speaking of 9th and 10th Streets, ?in March, WASA conducted a survey of the water main running under the decrepit alley between the two streets. ?They've marked the alley for extensive repairs to the water main, and I'm waiting on a final date for commencement of the project. ?Once the water main is brought to standard, DDOT can begin final planning for resurfacing of the alley. ?

Other projects of great interest include WASA's small-diameter water-main replacement on the 800 block of A St SE, and Washington Gas's restoration of the sidewalk on the east side of the 100 block of Kentucky. ?Officials from WASA and WashGas indicate that the projects should be complete by the end of April, though both projects have been beset by myriad delays, necessitating increased vigilance from the neighborhood.

Mayor's Budget Hearing, Capitol Hill Community Foundation Awards
The Mayor will hold a Ward 6 budget town hall this Wednesday, the 25th, from 6:30PM to 8:30PM at Eastern High School. ?Please note that this is the same evening as the annual Capitol Hill Community Foundation awards dinner (congrats to SMD05's Martha Huizenga, one of the dinner's four honorees!). ?The dinner will be held in the great hall of the Folger Library. ?Tickets are available at: ?.
