Why has our alley turned into a parking lot??

Hi 10/11th St Alley Neighbors.? Does anyone know why the north end of our alley has turned into a parking lot?? And who all those trucks and vans belong to?? This really isn't acceptable and is actually a fire hazard I suspect as the alley and the north end houses have become inaccessible.
