Simply a bad idea and in general a bad practice!
Precision terminations in general are small low parasitic devices not designed to dissipate power.
You do not mention the operating frequency but if HF you can readily parallel some 1/2 W 100 or 220 ohm R,s and get decent return loss with proper construction.
