The hardware is capable of 1Hz steps the limitation is - or was- in the firmware. QRP's 0.4.3 firmware restores 1 Hz steps and add other enhancements such as extending the frequency range from 10 kHz - 1500 MHz and calibrating the battery display (not a full list of enhancements).
