Since this is an off topic discussion I will keep it brief. Manufacturers of RF equipment in the USA are subject to the rules laid out in the code of federal regulations (CFR) 47 2.805 when testing their products prior to approval by the FCC. The rules changed in 2013 to be more restrictive fro certain types of products. Links below.
