Regional Wins - Board of Directors Discussion

Message from the President
10/6/2020

Hi Everyone,

The CFA Board conducted their scheduled business meeting this past weekend as was pre-noticed on the CFA timetable.

There was a protest hearing on Friday night that consumed nearly 3 hours.?Saturday¡¯s meeting lasted over 7 hours and Sunday (including an executive session) lasted over 5 hours.?The Board extends our sympathies to Howard Webster on the passing of his mother.?Our hearts go out to you and your family.?In addition to the time each Board member dedicated to the efficient running of CFA, Board members spend many hours in preparation reading reports and consulting with constituents on matters that will be presented at the Board meeting.?We do this because we love CFA and we want CFA to be the best it can be.?We also want to make sure that we meet the needs of our constituents.

During the Saturday meeting, a motion was passed to suspend Regional/Divisional wins for the current 2020-2021 show season.?A vote to reconsider was agreed to.?Upon discussion, the reconsidered motion was tabled and made a special order of business for Sunday under the heading of unfinished business.?When the tabled motion was taken from the table, the motion was actually an amendment to include 2019-2021 split season kittens an award.?The Board understood that we now had a motion that was in two parts, so I asked for a motion to Divide the Question, which was agreed upon favorably.?We discussed the split season portion of the divided question.?A motion was made to table the split season kitten issue until we made a decision of whether there would be RW for the current show season.?That decision would make an impact on which show season an award for the 3 split season RW kittens would get their award.?The motion to suspend the RW awards passed (Divisional Awards were removed from the motion).?Then the Split season kitten issue was decided upon and those three kittens were approved to be awarded a RW for the 2019-2020 show season.??

COVID-19 has really had a severe impact on CFA, as well as the health and wellbeing of everyone around the world.?When the shows were shut down in March, CFA conducted a poll for the CFA judges and the CFA Clubs/exhibitors.?That poll was collected 7 months ago and was discussed at the Board level in May.?The Board action on suspension of the RW for the current 2020-2021 show season has not been well received by the CFA clubs and the CFA breeders/exhibitors.?Many CFA Board members belong to several of the FB groups/pages that discuss CFA issues and the pages have really been active.?A list of the Board members, their position, their email addresses and phone numbers have been listed.?We are currently getting your input in regard to the elimination of the Regional wins for the 2020-2021 show season.??

I am going to defend and stand with the Board of Directors.?They discussed this issue and came to vote to suspend the awards for this show season.?As President, I did not vote.?The Board members that supported the suspension voiced their concerns.?As has been pointed out, some of the RDs did not poll their regional clubs.?Therefore, they may not have had enough information to cast a vote in accordance with the wishes of their constituents.?No one Board member was trying to hurt the clubs, nor were they trying to inflict financial ruin on any CFA club.?It is my opinion that they were trying to act in the best interests of the Cat Fanciers health and wellbeing.?Assigning defamatory names to the CFA Board is out of line.

At the suggestion of some of the Board members, I am conducting a poll of the Board in regard to constructing a current poll to seek input from the Clubs, Breeders and exhibitors.?That straw poll is under consideration.??

Since there have been many questions on ¡°why¡± this motion was ratified, I have asked our Secretary, Rachel Anger, if she will transcribe the minutes from this portion of the Board meeting first.?Once that is done, I have asked her to share them with the full CFA Board.?Once they have been reviewed by the full Board, I will ask that those minutes be made available for review to any constituent that has an interest in the debate surrounding the suspension of the RW motion.

The open session of the CFA Board meetings are accessible to you to watch live during the Webinar and there were many ¡°attendees¡± observing both days.?This is your CFA Board, we represent you.??

The Board has made motions in the past that had to be reversed.?I am not saying that this motion will be reversed, however, a more prudent decision in regard to maintaining the suspension of the RW for this season can be made if we have current data from the clubs, breeders and exhibitors to support such a motion.

Notice to all Region 7 Club Secretaries

Notice to CFA Southern Region
Club Secretaries
from: Regional Director Kenny Currle
October 6, 2020

To all Region 7 clubs, good afternoon. I need once again opinions from you as individuals and as clubs regarding this past Sunday's vote to eliminate regional awards.?

The minutes of that portion of the meeting will soon be disseminated for all to read.?As a board, we voted upon this issue earlier in the season to suspend national and breed wins for the 20/21 season, but to continue on scoring regional win awards.?The matter of eliminating regional wins as well was brought up at last weekend's meeting. It narrowly passed. You will see that your regional director argued to keep it as it was.

CFA appears to be planning a new poll for all clubs, taking on this issue once again. In the last poll that we conducted concerning the scoring issue, results were overwhelmingly in favor to support continuation of RW¡¯s.?

My concern is from a business aspect in relationship to the clubs that are planning having safe shows. I am convinced if we don¡¯t offer customers (exhibitors) something to strive for they simply will look for an alternative or not participate at all.?

I¡¯ve heard arguments on all three sides of this issue, I feel that my obligation as regional director/board member is to support all clubs, not only within the borders of our region, but throughout of all of CFA.?

For the 2020/2021 show season should we or should we not have regional wins scored? Please feel free to send me your thoughts on the matter kenny.currle2@... no later than Thursday, Oct 8.??Please also distribute this to your club members.

Kenny Currle

CURRENT STATUS OF 2020-2021 CFA AWARD PROGRAM

CURRENT STATUS OF
2020-2021 CFA AWARD PROGRAM
10/14/2020

In May 2020, in response to the shut-down of shows due to the pandemic, the CFA Board of Directors conducted an exhibitor survey with 1,033 respondents.?Award options were presented.?The overwhelming choice was:?Award titles using all points and rings earned regardless of owner¡¯s region of residence - this is the current scoring system. Titles being awarded include Regional Winner (RW), Champion (CH), Premier (PR), Grand Champion (GRC), Grand Premier (GRP), Grand Household Pet (GH), Grand of Distinction, Regional Breed Winner, Distinguished Merit (DM) and Champion/ Premier tiered titles. National Winner (NW) and National Breed Winner (BW) titles would not be awarded. This scoring method was adopted at the May 20, 2020 teleconference.
?
At the October 3/4, 2020 CFA Board Meeting, the following motion was made and seconded, and a lengthy discussion was had: Regional Awards, for all regions, will be suspended for Show Season 2020-2021.?Motion Carried. Currle, Anger, Dunham, Krzanowski, Byrd and Mastin voting no. Roy abstained.?
?
After the board meeting, the following online motion was made, seconded and carried on October 12, 2020:?Rescind the CFA Board decision to eliminate RW awards for the 2020-2021 season. Motion Carried. Calhoun, Colilla, DelaBar, Eigenhauser, McCullough, Morgan, B. Moser and P. Moser voting no.?The CFA Attorney has opined that this motion will be ratified at the November 10, 2020 teleconference.
?
Therefore, the May 2020 scoring system remains in place.?A follow-up survey is being composed by a team consisting of Cyndy Byrd, Kathy Calhoun and Vicki Nye to gather current data to achieve scientific, controlled results which the board members can use in formulating the best approach possible to our current challenges.?Please be on the look-out for an informational announcement about that survey and plan to participate.?Your opinion matters and is valuable to the decision-making process.

CFA News
President's Message
Autumn has arrived and we are all preparing for the coming winter season.?COVID-19 continues to affect many areas of the USA and around the world.?Some parts of our country have progressed to allow businesses to open and crowd sizes to increase.?However, other areas have had to shut down re-opened businesses and schools due to a spike in COVID-19 cases.?We also face the threat of a ¡°2nd wave¡± of COVID-19 cases as winter approaches.

Due to the continued presence of COVID-19, the CFA Board has discussed a COVID-19 policy that must be followed for the exhibitors that are entering the shows that are being planned by CFA clubs.?It has taken a few months to get to a final version of this policy.?The policy that is being posted to the CFA clubs, and on our website, will take into consideration those requirements that have been enacted by our governmental laws/rules/policy.?Please remain cautious and consider that while you may not be at high risk, many of our cat fanciers have co-morbidities that might cause a less than favorable outcome should they become infected.?Be mindful of this and be respectful of others.

The CFA Board held their scheduled October board meeting by Zoom webinar the weekend of Oct 3-4.?The board conducts these meetings so that you can sign in and observe the board meeting proceedings.?We all have busy lives and understand that you may not be able to sign in and watch the complete meetings.?The meetings are recorded and they are uploaded to YouTube so that you can review the meetings at a later date.
The CFA judging program chairs presented several changes/updated to the JP rules.?See the updates that were approved in the Judging program report in this newsletter.
Additionally, the show rules committee presented several rules that were considered.?That report is presented in this newsletter.

I have addressed the issue of the elimination of the RW for the 2020-2021 show season in a CFA News Announcement, on Facebook, and via the CFA List.?I just want to mention that the board debates issues based on the input they get from their constituents.?From a business perspective, our constituents are our customers.?Many people have written letters asking the board to reverse their decision.?That will be up to the board to act, or not act, upon those emails and phone calls they are currently fielding. While I had asked two of the board members to compose and send out an updated survey similar to the one you received in the spring, some of the regional directors starting a poll of their regions.?Therefore, I have asked that the CFA system-wide survey be halted until a time we can review the results of the regional polls.?If your region has not sent you a poll, contact your regional director and share your opinions.?I will keep you updated by CFA News Announcements and posts to the CFA list and Facebook pages on activity related to the RW issue.

Exhibitors in Thailand have had the opportunity to enter and compete at a licensed CFA show.?Japan has held a successful show and plans are under way for several more shows between now and the end of the show season.?Plans are proceeding in Region 9 for several shows.?Here in the USA, Cotton States is hosting a show that filled with 250 entries the first weekend in November.?Region 6 has a show scheduled in Gardner, KS the end of November.?Cat Club of the Palm Beaches is hosting a show in December.?We should all support these clubs as much as possible.?They are taking on a big risk as the financial support from spectators will not be available to help the clubs from a financial perspective.

We must continue to adhere to the guidelines as they are updated for local gatherings.?While there are several companies working to develop a vaccine to guard against COVID-19, they are not currently available.?Three companies are hoping to release the vaccines by the end of the year, if they meet CDC guidelines.?COVID-19 is not the first pandemic and, unfortunately, I am sure it will not be the last.?We have the best medical system in the world and we will be victorious over COVID-19, just like we have conquered past pandemics.

Please enjoys the CFA cats shows, if you feel like you can participate and maintain your health.

CFA Show Rules
Monte Phillips - Show Rule Chair

??At its October 2020 meeting, the CFA Board approved several changes to show rules.?Most will take effect at the beginning of the next show season, but one is immediately effective. In addition, throughout this season, the Board has put rule exemptions or rule changes in place that ONLY apply to the current 2020-2021 season.?This is for two reasons.?First, the season start was significantly delayed by government requirements in response to the COVID-19 pandemic, and second the ability of clubs to put on real shows will be mixed depending on where you live.?Add to that travel restrictions (e.g., you can not cross the Canadian-US border and return) and the problem with shows is magnified.

?This article is going to be in two parts.?The first will deal with those show rules passed in October that will be effective next and future show seasons.?I will also include the one rule that went into effect on October 7th of this year for all seasons.?The second?part will deal with rule changes, exemptions, etc. that have been put in place throughout this season that ONLY apply to the 2020-2021 show season.?These changes will go away as of May 1, 2021.?With that, here are the changes that will apply to all show seasons starting May 1, 2021.

All of us have had "that" special cat - a heart cat that we had a deep connection with. It may have been a cat that you exhibited and formed a lasting bond with. Laurie Coughlan is taking her series to the next level with "My Special Cat" and she would love to include your story. Think of this as a love letter to that special cat in your life. Please send her your story and a photo if you wish.

GEMS on the Cutting Edge Again
Global Egyptian Mau Society Virtual Breed Photo Competition a Huge Success!
Caroline Melia

The Global Egyptian Mau Society just completed judging on CFA¡¯s very first Breed-Specialty Virtual Cat Competition.?The show was open to Egyptian Maus only.??The event was a global competition from start to finish with 208 Egyptian Mau entries from 14 different countries representing cats from multiple registries.?The quality of entries resulted in tough competition in all five of the classes and 107 of the 208 entries made finals!

Judging was conducted in 5 completive classes: Maulets for kittens under the age of 4 months, Kittens for entries between the ages of 4 and 8 months, Championship and Alters for unaltered and alerted cats respectively over the age of 8 months, and Pets, which included non-Championship colors/patterns. Melanie Morgan, Gary Veach, Sharon Roy, and Yanina Vanwonterghem awarded Top 10 placements in Maulets, Kittens, and Championship, Top 15 in Alters, and Top 5 in the Pet class. Liz Watson judged Best of the Best which included the Top 3 Highest Scoring Maulets, Kittens, championship cats and alters.
All finalists received a customized certificate; Highest scoring in each class received a personalized gift, and Best of the Best received a custom watercolor portrait of their cat from artist Carolle Fleury.
This show was not just a great fundraiser for the club, but a great vehicle for promoting the breed around the world. We had extensive exposure on Facebook in various Egyptian Mau groups, and on our club and breed council websites. Videos of color classes, finals, highest scoring, and Best of the Best presentations, which included personalized rosettes and collages of winning cats, were posted on Facebook and Youtube.

Legislation ¨C What¡¯s Hot . . . . . . .
?Kelly S. Crouch, CFA Legislative Information Liaison
Sharon Coleman, CFA Legislative Legal Analyst

Whatever Happened to This Legislation? CA, CO, FL, GA, HI, IL, KS, and NH

This unusual year made it easy to lose track of state bills and local ordinances. The usual procedures would change unexpectedly leaving everyone ¨C from lawmakers to the public ¨C scrambling to adjust to the monkey wrenches thrown at legislative processes. Legislative priorities quickly focused the limited time and resources on pandemic related legislation with animal bills largely limited to time-sensitive topics. Some measures were enacted while others were simply not heard regardless of need, merit, or improbability.

Many of the 2020 bills or ordinances were retail pet store proposals prohibiting or restricting the sale of cats, dogs, and rabbits on the theory of eliminating ¡°inhumane¡± breeding. In California, these addressed specific problems that had arisen with enforcement of previously enacted legislation. California Assembly Bill 2152 was signed by the Governor and removes the option for stores to legally acquire ¡°rescue¡± animals but added express provisions for ¡°showcasing¡± by public agencies and shelters with a newly narrowed definition for ¡°animal rescue¡± groups. The state of Colorado, as well as local jurisdictions located therein, Fairplay and Silverthorne, also considered the issue. There were also bills considered in Florida, Kansas, and Naperville, Illinois. The Naperville ordinance allows pet stores to only sell dogs and cats obtained from or displayed in cooperation with humane or welfare organizations or animal rescue groups and revised the rescue definition to exclude relationships with breeders or brokers to deter use of fraudulent rescue groups as happened in Chicago and California.

Evanston, Illinois went further than a pet shop ban by prohibiting sales of cats and dogs from all but USDA licensed breeders. There was no exemption for hobby breeders.

The New Hampshire pet vendor definition thresholds were once again the subject of legislation this year.

Georgia considered a bill that would have required surety bonds of up to $500,000 for all pet dealers. The March 2020 issue of What¡¯s Hot explains why this would include anyone having a single litter.

Honolulu, Hawaii adopted a mandatory microchip ordinance.

As usual, there were bills relating to animal cruelty. One of these was the Florida Allie¡¯s Law bill that would have mandated veterinarians report animal cruelty. Note that a number of states do mandate veterinarian reporting, some just allow it and some have no law at all.

To view all the legislation discussed above, to see the chart. Other states are still in session, and local legislation can happen at any time. Although many things are clamoring for your attention, please keep your eyes and ears open for legislation affecting you. Many companies have programs for their employees to make charitable contributions through payroll deduction at work.?Charitable giving through these programs makes donations simple, easy, and automatic and makes your record-keeping a breeze.?Just keep a copy of your W-2 or other document furnished by your employer that shows the total withheld for charitable donation.?You should also keep a copy of the pledge card that shows the name of the charity.?For federal workers (civilian, postal and military) you may make charitable donations through the Combined Federal Campaign.?State, county, and municipal employees may be able to participate through similar charitable giving programs.?A few private companies even match employee contributions (up to a limit) to qualified nonprofits.?If your employer participates in donation matching you can double the impact of your gift without you giving another cent. Check with your employer to find out if they have a charitable giving program and how you can participate.

In Japan Region, many condolences were sent to the death of Raptor, the top ambassador of the Japanese cat world. I will tell you the sad news that we lost a big treasure called Ambassador Raptor: GC,RW Royal Road F/A Raptor. He passed away on Oct 4th 2020.

Introducing the world's CFA to Japanese audience/visitors, he did his best in going around Japan, participating in many cat shows and big pet event fairs, giving dreams and hope to many children, and conveyed the charm of the pedigree cats and cat shows.

Raptor appealed to all generations, and taught them how living with cats brings joy and healing, and he pioneered the cat boom in Japan.
The Nishinihon Cat Show in Osaka on August second this year was his last job. In the midst of the pandemic of COVID, he, with his last power, encouraged us, cat fanciers, to do our best.
I would like to congratulate him on his many wonderful achievements as an ambassador of CFA Japan. My fond memory with him was at the Japan Pet Fair, he enjoyed the large audience of tens of thousands of people and fascinated and entertained people. Raptor was embraced by the audience, let them touch his wonderful coat without hesitation, and conveyed the characteristics of cats and the wonders of life with cats. Many cat fanciers were born thanks to him.

His booth was always decorated with the American flag, the hometown of American Shorthair, and he became the top star with his wonderful appearance and personality as a representative of American cats. Whenever there was a show, Raptor with his beloved partner went to work and guided beginners comfortably and kindly, and invited people to see what a wonderful event the cat show was.

Sadly, it was time for God to reach out to Raptor to cross the Rainbow to rest forever.?The time has come Raptor was dignified to the end and was held in the lap of his beloved partner and went to sleep while talking about his memories. Thank you Raptor.
Region 9
Pam DelaBar - Regional Director
Region 9 Europe is looking forward to starting shows; the first will be a two ring show in Ylojarvi, Finland on 18 October.?Several of our countries and areas have limits on the number of people allowed at any gathering, so show production has been difficult to plan.?Additionally, our judges are in several different countries which may require up to fourteen days quarantine if coming in from a ¡°red zone¡±.

We are looking forward to sharing photographs from our first Finnish show and the first show for the Sherwood Manx club.?We will additionally have two more 2 ring shows in the same facility in Ylojarvi, Finland in November.

We are so lucky and very fortunate to be able to pair with the North Atlantic Region for the Regional Qualifying Virtual Event - appropriately named Paws Across the Sea!?And I bet both regional directors will have something to brag about when the events are completed.

Stay safe and stay healthy so we all can get together in the near future.

The first CFA Show in Asia was held on September 5, 2020 in Bangkok, Thailand.?Organized in cooperation with the Malaysia Cat Fanciers Club.
The show committee strictly observed COVID-19 health and safety monitoring standards; to include booking a larger than normal show venue to accommodate social distancing, providing disinfectants to all rings, registration and master clerk desks, as well as other primary locations.?Masks and face shields were provided to the judges, and CFA AB Judge Allan Raymond (left) reported that he judged the entire show wearing a mask or shield and that no exhibits showed any discomfort with the mask, but a few were apprehensive when he wore the fact shield because they could see their reflection.
Unfortunately, Douglas Meyers was hospitalized just prior to the show.?Since no other CFA Judges were available due to COVID travel restrictions, The CFA Board granted emergency approval for Thailand resident Michael Woods (UCA AB Judge, right) to serve as his replacement.?This show attracted 64 entries and it generated excellent feedback from exhibitors, sponsors and the visiting public.

Malaysia Awards Luncheon

On September 5, 2020 more than 50 fanciers gathered in Kuala Lumpur, Malaysia for a luncheon organized by Hairri Zikhafri (Asia Country Contact for Malaysia), to celebrate CFA 2019-2020 achievements earned by CFA cats in Malaysia.?At the event, rosettes, trophies as well as DW and BWI certificates were presented by well-known ¡°senior exhibitors¡± and participants were given opportunities to win ¡°lucky draw¡± prizes courtesy of many brands, catteries, and CFA enthusiasts.?Everyone enjoyed the event, especially after the COVID-19 pandemic and lockdown halted every cat show in Malaysia.?It was clear that breeders & exhibitors missed the cat shows and this luncheon was the opportunity to meet everyone and send the message that CFA¡¯s presence remains strong in Malaysia.

I¡¯m happy to announce that mainland China has received approval from the NGO and will be putting on the first approved CFA show in October 2020. This is just the beginning more shows to follow in the months ahead.

We also now have 5 new entry clerks to represent the different areas in China. With this new program, all entries for the China shows will be entered in China and will not have to go through Hong Kong. The 5 new entry clerks have gone through a training program and have done well. I wish them all the best and am sure they will do a great job!!

Gavin Cao has been developing a new program for WeChat and I will report on that at a later date.

Lastly I want to thank Gavin Cao and Eva Chen for their help and input in moving mainland China into the future.
Stay Safe everyone!!!!!

Online Litters - New Procedure

Online Litter Registration
New Procedure
10/20/2020

Effective immediately, all litter applications submitted online will require a manual review and verification by Central Office registration staff before being released for registration, similar to the process for individually registered cats.

The review process will only delay the majority of litter registrations by less than one business day. However, some litters will require follow up with the owner(s) of the sire and/or dam and the person submitting the litter which will result in a bit longer delay. Please plan ahead for registering a litter. You will no longer receive immediate access to blue/yellow slips.

We¡¯ve become aware of a few instances where cattery names and cat information were used incorrectly and we want to ensure that all litters registered with CFA are valid and accurate. It¡¯s important you do not publish your cattery numbers and cat registration numbers including the registration date on the cat¡¯s certificate. We¡¯ve noticed cattery websites which list the official CFA cattery number. If you wouldn¡¯t advertise your social security number, then don¡¯t advertise your cattery number.?

CFA is offering complimentary cattery reports through December 31, 2020 for you to check be sure you are aware of any and all activity for your cattery number. Contact?support@...?for a cattery report and please remember to provide the exact spelling of your cattery name. Cattery reports are available?only?to the registered cattery owner(s) of record.?
