In one of the YouTube Prime approved browsers, while online open YouTube. Then when you are disconnected, open YouTube again. You should be able to access the hamburger icon on the top left as noted

?From what I just read, you can only access the downloaded videos via YouTube. In YouTube I a browser, click the hamburger icon (3 horizontal lines on top left), and choose Downloads from the menu.
