Tom, I¡¯ve written to Kroger many times, I¡¯ve sent copies of what we spend at Meijer due to them accepting ApplePay, I¡¯ve totally stopped shopping at Kroger, however my wife still goes every so often.?
I may write them again, they never reply with even a get lost note

Every VPN provider only has a finite number of exit IPs. Since many people doing scams use VPNs to hide their real identities, some sites have started blocking some of those IP numbers to protect themselves. I can usually get around this by connecting to another PIA node with a different exit IP and then trying to connect again. (It also wouldn¡¯t hurt to purge your cookies.)
