I think he¡¯s talking about deleting an album. Deleting an album doesn¡¯t delete the photos in the album, because the albums are just like-tagged photos. Deleting the album essentially removes the tag with the name of the album from the photos.?
Try making an album with a duplicate photo. Then delete the album. See what happens to the photo.?

No, when you delete photos from a Mac using iCloud Photos, the photo place marker is not left in iCloud;
