Yes, it sounds like a display issue. Ubuntu was not designed for a limited system like the Pi so what ever changes were made to let it run apparently are not handling something correctly. What caused it I don't know, but if I was you I would get another SD card and install the 64bit Pi OS and set that up. It won't have the same feel as Ubuntu, but it will run better. Ubuntu has a lot more display processing going on than Pi-OS. If you want a system that just runs and may not have all the eye candy give Pi-OS a try.?
