Not really fldigi/FSQ relevant, but I have found the "fastest" large file mover mode in HF SSB bandwidths to be the HamDRM based ones. eg EasyDRF and the DSSTV apps like EasyPAL and QSSTV. They have either a handshake (ARQ) like mechanism for missed blocks or varying FEC/RS encoding.
I have successfully sent 100Kbyte files on a 300km 40m path over I think 5-6 minutes.
I don't know how the codec2 based FreeDATA compares, but would assume it is similar.
The spectrum/amateur rules in VK allow 8kHz bandwidth on HF at reasonable power levels. There is no symbol rate limit as far as I have read.
