Can you be more specific what system you are running on the PI-400? I'm running a Pi-400 and have for several years now with zero problems. I generally use PI-OS. I also can boot to Manjaro for the Pi. It's slightly different in it's charastics, but had no issue like mention.

I have not tried Ubuntu and don't intend to. The OSs designed for the Pi will do much better IMHO.

Building and installing fldigi on the Pi may be easier than you fear. The key is to followin the instructions on the Wiki carefully the first time, to get any dependencies taken care of. But I dont have any suggestions on the erratic slowness. Is your SD card sound?
