Hello Mike!
One thing you might try is to change your bandwidth to 25 instead of 12.5. In theory the only real effect using a narrowband carrier on a wideband system is your audio will sound low and distant, but that old Kenwood repeater might be so tight that it's ignoring you completely.
Give it a try!
