As far as I know, dasdls will display the VOLSER only if the disk has a VTOC, either after being OS-formatted, CP-formatted, or created with dasdload. I assume that's because then the VOL1 record is "complete", containing both the VOLSER and the address of an existing (possibly empty) VTOC.
