Francois: I think you should go with the three who signed up, announce a time so others can attend, and publish a summary of your discussion and use the insights you gain to suggest an agenda for a late Aug call.
You are not going to solve the issue with one conversation in any event. Sometimes the way to achieve critical mass is to start small and persevere, improving as you iterate.
