OK, I deleted the 10V supply, and tied
the Vcc pin of the voltage monitor to the +Vin supply.
Then, insert a 4-6 volt (I used 4.7V 1N750) in series with the
Opto coupler LED drive line and the upper node of R9, cathode to
the resistor.
The idea is to prevent the opto couplers from turning on as the V+
power rises (or glitches) below 4-5 Vdc.
Simulated on LTspice, seems to work on the simulator.

Hello Terry , You put 10V in the Vcc.
I only have the slow rising +12V -12V sources.
What could be done?
