There are actually 2 circuits - the first would be the ultrasonic
sound which would only need to be adjusted to find the point where
it bothers the dog the most. I have already built this circuit from

The circuit I can't design (due to lack of knowledge) is an RF
signal triggering a relay on the ultrasonic circuit stopping it from
emitting. It can't be that hard - I have seen toy radio control
cars with very small transmitters/receivers. In my example, the RF
signal would open/close the relay of the ultrasonic circuit instead
of turning the toy car's wheels...
In retrospect, i can see how the adjustable RF frequency would be
more difficult - scratch that part - it can be a fixed frequency,
preferably something that won't interfere with other people's
electronics (the range will be quite short as well so that really
shouldn't be an issue)

If someone wants to take this on, I propose you design the circuit,
and when complete let me know and I will send compensation before
you send me the circuit. Of course, we should agree to cost ahead
of time.
None of this is really that difficult to one skilled in the arts.
Several problems will crop up that are unavoidable, notably that you
cannot predict the exact range of the RF signal. Metal (shielding or
reflections), interference on or off band, RF absorbing stuff like
people and cement, etc.

And there's another big issue. If you can't keep your dog next to you
without a leash, you should A. have it on a leash and B. learn how to
handle your dog.

Watch The Dog Whisperer or old episodes of Traing Dogs the Wodehouse
Way. Both Cesar Milan and Barbara Wodehouse do the same thing- train
owners and rehabilitate dogs from untrained owners. Be the pack
leader. Shock collars and any other pain inducing devices are not a
solution.

Would you train your kids this way? Would you put up with your boss
putting a shock collar or ear piercing siren on you to keep you at
your desk?
