Y axis, are you milling? A lathe only has Z and X unless you use a milling attachment then you have Y.

So with a great help from Richard Edwards I am going with the modified Russian ELS greatly improved and in English. The spec states? Pulses:600p/r(Single-phase pulses P/r, Two phase 4 frequency doubling to 2400 pulse . Not sure about this should I set the encoder to 2400 in the sketch?
