Hi, friends and neighbors. I have an antique chest of drawers that needs (hopefully) minor repair, and a cherry dining table and chairs that need refinishing. Cat fights
Hi neighbors, For some time, a caramel striped tabby, whose tag I think is Orange Julius, has been stalking and fighting other cats in and around my yard on the upper end of Allegheny. He ambushes cats, picks fights, and is truly vicious. Late this morning, he was fighting an all-black cat who frequently lounges in the sun in various places in my backyard. I tried to break up today's fight, which went on for several minutes with the black cat repeatedly trying to run away and the tabby catching up, with them becoming a swirling dervish of hissing, biting, slashing cats. I see the tabby frequently doing this to many other neighborhood cats. It also hisses and bats at a lower window of my home when it sees my two indoor cats sitting near the window. My cats shredded the screen "fighting back" and now they all fight with the window between them. It¡¯s nuts. If this tabby is your cat, you may notice some fur missing from today¡¯s fighting. I couldn¡¯t see injuries on the black cat but wouldn¡¯t be surprised if it has some. For the tabby owner, please, please keep your cat inside. This may be difficult for a guy who¡¯s used to roaming but his behavior is dangerous to other outdoor cats (which is a separate issue from cats generally being outside and a danger to birds, which I'm definitely not trying to stir up). Sexual Harassment and Retaliation Case On Wednesday, City Council held a closed meeting to "consult with counsel" on the complaint (please do read it) alleging sexual harassment and retaliation against a police dispatcher, and the $1 million settlement in that case. It would appear that we still employ the alleged perpetrator as a police officer, but the City's brief statement about the case failed to mention that fact. We (CVT) delivered a letter to the Council on Wednesday signed by 117 residents, including a demand for an independent investigation of the events and how they were handled by the City. HERE is the link with instructions on how to add your name. With additional signatures, 164 residents have now signed. We will continue to deliver the new names to Council. Thank you to all who signed! If you want to add your name, it's not too late, just reply to this email with your full name and ward and/or address. Please share the link on listservs and with friends who might want to sign. Residents gave a series of powerful public comments on this case at Wednesday's Council meeting, which you can see HERE starting at time stamp 1:10:30. PLEASE turn out this Wednesday in person at 7:30pm (or register by 5pm that day to comment via zoom) to keep pressure on the City for more transparency and accountability around this case and the City's response. Also, email your Mayor and Council directly to let them know how you feel about this. Threat to Piney Branch Pool Also on Wednesday night, MCPS gave a presentation to City Council about the upcoming renovation (or rebuild) of Piney Branch Elementary (PBES), which is long overdue. You can watch at time stamp 40:55 HERE. Unfortunately, they mentioned options that would remove the pool. Outreach so far has been only to current school parents. They did not seem to understand the importance of the pool to our whole community. TURN OUT this Thursday May 1st, 7-8pm, PBES cafeteria, to let them know we will not support any design that removes the pool. Also, weigh in with the Mayor and City Council on the importance of defending the pool. City Budget Updates The votes to adopt next year¡¯s final budget and tax rates will be May 7 & 14. The Mayor and majority of Council indicated they plan to vote to keep this year¡¯s property tax rate for next year. That amounts to an average tax increase of about 2.9%, because the average property value has risen by that amount. (Taxes owed equal the tax rate multiplied by a property¡¯s assessed value.) Council negotiations on what to add and what to cut from the budget (called ¡°reconciliation¡±) are now over. Good evening Ward 3 neighbors, This update concerns tomorrow¡¯s City Council meeting (including a closed session on the recent legal settlement, Piney Branch ES, Council compensation); Budget Reconciliation so far: areas of agreement last night, Pinecrest and Lincoln Avenue unresolved items, budget items still to be discussed on Wednesday night, more on the ¡°Atrium¡± Renovation project, and other short updates Tomorrow¡¯s City Council meeting (agenda here) The meeting will again be conducted via Zoom due to a continuing power outage affecting the Auditorium lights. Here is the link to sign up to make a Public Comment. The Council will convene at 6:30 pm and immediately vote to go into closed session to receive a confidential briefing and discuss the recent settlement in the case of Cooper v. City of Takoma Park. This matter is of deep concern to me, and I have many questions. Thanks to everyone who has sent me comments and questions about this matter. I have compiled them all (names withheld) and will share them with colleagues. I will try to ensure that all questions are addressed in the session and will report out afterwards. Our regular session will begin with Mayoral Proclamations for National Infertility Awareness Week and Autism Awareness and Acceptance Month, followed by Public Comments ¨C this will be your last chance to comment on what you wish to see included in the FY26 budget. This will be followed by Council and Manager comments. Next is a presentation about the Piney Branch Elementary School Feasibility Study. If you take an interest in PBES and questions related to its renovation or expansion to meet growing needs, this segment of the evening is set to last 60 minutes. Next, we¡¯ll finalize plans for forming a Council Compensation Committee as required by City Code. This committee is to be established every four years to review compensation for City Council members and make recommendations to take effect in the next term if adopted by the current Council. This discussion is expected to take about 20 minutes. I¡¯m advocating for care in ensuring that the selection process leads to an independent committee with a variety of knowledge, expertise, and resident perspectives. We¡¯ll spend the rest of the evening on final budget reconciliation. (The agenda link above contains a link to an Excel spreadsheet.) In a series of discussions and hand votes, we¡¯ll decide which items from the proposed budget we wish to reconcile (change). This work will inform the drafting of a Fiscal Year 2026 budget resolution. Final votes on the property tax and stormwater fee rates will be taken in May. Budget Reconciliation so far: areas of agreement last night Last night the Council held an additional work session on Zoom to do preliminary work on budget reconciliation. With Mayor Searcy managing the workflow, we discussed perhaps three-quarters of the reconciliation items and took hand-votes on many of the ¡°easy¡± ones. Here are the main outcomes: - We held hand-votes indicating unanimous acceptance of most of the reconciliation items proposed by City staff ¨C generally accounting corrections or changes in projections. - Also, we tentatively approved 7-0 the City Manager¡¯s proposal to not hire a Communications Specialist as a way of compensating for the addition of a new web manager position. - We had 7-0 votes in favor of each one in a set of sidewalk and traffic-calming proposals that we had discussed last week. I was clear in campaigning last fall that I would make safe, safely-connected streets (including pedestrian routes) a priority; so I am comfortable with the hand votes taken last night. - We all hand-voted in favor of increases in property tax relief funds (so more cash-strapped homeowners can benefit via a City match associated with a recent County expansion of eligibility). - We had a tentative hand-vote in favor of doubling funds for Community Quality of Life grants to be aimed at helping people most affected by current political and economic instability.
