Road hazard warning
Yet another car related mishap from me but this time to my car - driving south on Carroll Avenue at the intersection of University boulevard, I was stopped at the light and could see that there was a ledge between new pavement and old pavement. Taking this into account I proceeded slowly but hit something that completely tore my tire to pieces. Luckily I was able to limp into RS, no mechanical damage, definitely a new tire. Have a care and roll over that part of Carroll without speed at all. Carol I just picked up the car with the donut installed and the mechanic said he had come that way this morning and he absolutely underlines no speed, let your car literally roll under its own power.

However I think the environment of harassment and covering up within our police force and our city government are the bigger issues. And I think the main reason for having our own separate police force, rather than using adequate policing from MoCo, was so that we had more oversight and accountability¡ which we clearly don¡¯t have. Updates from CVT Charlotte Schoeneman Mobile/WhatsApp 301.270.1801 GVoice 240.350.1482 ---------- Forwarded message ----- Dear Friends and Neighbors, Four quick updates on City Council news: The Sexual Harassment and Retaliation Case After the revelation of the sexual harassment and retaliation case filed by a Takoma Park police dispatcher against a Takoma Park police officer, and the $1 million settlement by the city, there have been weeks of public outcry, including over the fact that the alleged perpetrator was still on staff. The City posted two announcements last night: The City Manager announced that the police officer in question has now left the City staff. The Mayor announced some details of a planned independent audit by a legal firm, which the City Council will oversee, as well as some changes in City policy. (This shifted after we objected to the idea that the audit would be under the City Attorney). Thank you to the 206 people who signed the letter demanding transparency and accountability in this matter. (It's not too late to sign!) While two of our demands have been met (departure of the officer, and a planned external investigation), many other questions remain. And the entire process has been handled in a series of closed meetings, creating an atmosphere of mistrust. (Note that the Maryland Police Accountability Act of 2021 was created to prevent jurisdictions from shielding police misconduct records behind the argument that they fall under private "personnel matters.") Just some of the outstanding questions include: If the alleged victim's complaints were handled properly, why did the city's insurer have to pay out $1 million (an extraordinary sum)? Why wasn't the alleged perpetrator fired after the internal investigation concluded the complaint was valid? Were those who allegedly retaliated against the victim held accountable? When were the Mayor, HR Director, City Manager, and City Council notified about this case? What was the role of the City Attorney and why didn't they alert the City Council? Whose job was it to alert the public, considering the alleged perpetrator was still on the force? Is it appropriate to have the City Manager's office involved in the audit? When will there be a public discussion by Council of this case, and the audit process? How are we going to change the culture in the police department that allowed for this situation? We also want to share that the City has provided some (not all) requested documents in response to a Public Information Act request, so more information will be forthcoming. Tomorrow night at City Council (7:30pm), the police department will turn out for their annual report (note, the written report does not mention the harassment case). And on May 28th, Council plans to hold a work session on progress on the recommendations of the 2021 Reimagining Public Safety Task Force. Please turn out to both these Council meetings to show support for greater transparency, accountability, and reimagining. Budget Process Finale Ward 1 (Jessica Landman) and Ward 3 (Roger Schlegel) Councilmembers voted against the tax rate, and against the budget overall. They each expressed concern about not reining in expenditures, about the increase in taxes residents will have to pay, and how that will affect those who are feeling squeezed as we head into economic uncertainty. But there was not enough support for their proposed cuts. There was unanimous council support for funds set aside for people facing food or housing insecurity in these dire times. Heads Up on Rent Stabilization CVT stands with tenants, and against weakening our rent stabilization policies. We are watching closely as the city begins a review of our rent stabilization law. Our rent stabilization law has kept our city markedly diverse in terms of socio-economics, and in terms of race. Turn out on May 21st when there is a scheduled presentation on rent stabilization. Dear Ward 3 neighbors, I hope you¡¯re enjoying this good soaking rain. I want to get this week¡¯s update out to you as quickly as possible, so it will be as brief as I can make it. Topics in this email: PBES Community Meeting #2 this Thursday. City response to harassment settlement. Last week¡¯s 5/7 Council meeting. This week¡¯s Council meeting. Lots of useful updates and upcoming events. - Click here for a searchable archive of previous updates. - PBES Community Meeting #2 will be from 7-8 pm, this Thursday, May 15, in the auditorium at Piney Branch Elementary School. This is the second of four opportunities to learn and express your views about options under study for the renovation and/or reconstruction of PBES, which includes the indoor swimming pool and other spaces used by the community. I am advocating for creative consideration of any and all options for renovation that would retain a community pool on site and that would preclude or limit the need for busing to a holding-center campus during the estimated two-year construction period, which is projected to commence in the 2028-29 school year, thus affecting current preschool through first-grade students (preschool, pre-K, K, 1, 2) for one or more years. Make your voice heard! The City response to the harassment settlement as of yesterday afternoon includes more information and statements for the public. I appreciate the patience as well as the insistence of so many residents who have been asking for a more thorough explanation regarding the $1 million settlement of a harassment and retaliation case brought by a former City staff member in the Police Department. Yesterday evening, this Mayoral Statement and this updated City Manager Statement were posted on the City website under ¡°News and Announcements.¡± The City Manager¡¯s statement says that ¡°effective May 7, 2025, the officer [accused of harassment] is no longer an employee of the City of Takoma Park.¡± The City Council, as you may know, has been doing a lot of work toward establishing a Council-directed audit ¨C to emphasize, this audit will not be directed by any City employee, including the City Attorney. The new Deputy City Manager, Asmara Habte, will be the sole point of contact among City staff for the audit, which will be conducted by an external legal firm to be selected by the Council. The scope of the audit is not finalized, and the Council is determining that scope. It may include activities such as reviewing how investigations have been handled, assessing any evidence of employee retaliation, and recommending improvements in internal processes, disciplinary policies, training, and practices. Thank you for the perspectives, concerns, suggestions, and questions that you have sent me. I am amplifying and representing all of this thinking in the Council¡¯s work. I completely understand frustration with the confidentiality of the Council¡¯s recent closed meetings. (I¡¯ve just learned that on May 21 at 6:30 pm, the Council is likely to have another administrative function session.) I¡¯m dedicated to ensuring that the Council leans into maximum possible disclosure of its work while ensuring that a thorough, independent, and effective audit gets underway. I have understood the logic for the closed sessions to this point and have not witnessed any effort to whitewash, avoid embarrassment, limit lines of investigation, etc. but rather have seen colleagues doing their best within the limitations of closed meetings to find and pursue a path forward in the best interests of residents. Tomorrow evening, the Police Department will make its annual report to the City Council. I think it is important for anyone interested to examine the report and its associated presentation. At tomorrow¡¯s meeting, you can make comments about the report or pose questions during public comment. I will also seek answers to any questions that you share with me. Two weeks from now, the Council will review the recommendations made by the Reimagining Public Safety Task Force in July 2021 and will reexamine the 2017 resolution establishing goals and

Updates on Eastern Avenue issues from conversation with DC DOT representative

Hi WACO and Pinecrest neighbors, I had a good phone call this morning with Kornelius Anderson, the Community Engagement Specialist for DC Department of Transportation who serves the area across Eastern Avenue from our neighborhoods. Attached are my notes from that conversation. We discussed (1) the Eastern Avenue Rehabilitation Project (from New Hampshire Avenue to Whittier Street NW, (2) the possibilities for a stop sign or traffic signal at Eastern and Walnut, and (3) the ongoing Laurel Avenue partial closure. The big takeaways for me were that (1) we are in a wait-and-see mode on the rehabilitation project, but that we will be kept in the loop, and (2) that official letters from neighborhoods and from the City Council might help advance a DC DOT study of the Walnut-Eastern intersection. Based on the latter information, I would like to urge interested residents to work with me on building connections with residents in the ANC district across the street in DC and on advocating, if appropriate, for Takoma Park City Council renewed involvement in this issue. Mr. Anderson reports no noticeable concerns expressed by DC residents about traffic impacts stemming from the Laurel Avenue partial closure.
