Chris started the meeting by reading the minutes of the November 2023 meeting which? were approved.

Treasurer's report $6245.59 as of the end of 2023. Chris read the financial report submitted by Mike Orcutt via e-mail and read Joel Hinshaw's reply regarding the cost of printing the monthly bank statements.? We discussed probably forgoing the paper statements and using technology for access to and recording of bank records and activities.

?

K7UNI repeater status: No change

?

Christmas Party. Due to probable low turnout it will not occur. Tyson had purchased some items for an auction at the Christmas Party. He requested to be reimbursed. We may hold the auction of those items at this year's Field Day.

?

Exam Tools class to be held at a future date.

?

Don, Tyson, and Mike Averett attended the 2 December 2023? Public Safety meeting held at Riveria School in La Grande, Oregon. They had the opportunity to discuss amateur radio with attendees.

?

Tyson discussed the topics covered at the ARES meeting held on 2 December 2023 in Pendleton, Oregon.

?

Officer Elections:

Mike Orcutt will remain Treasurer.

Chris will serve as President for one more year.

Dennis will stay on as Vice-President

Gary stated he will not pay his annual dues so as to not be a qualified member of the Club and therefore not be eligible to continue as Secretary. We had no volunteers to take over as Secretary.

Any remaining voting will occur a the February 2024 meeting.

Annual dues are due.

?

Gun Show in La Grande. 17 and 18 February 2024. Tyson will again set up a Club station to promote Amateur Radio. Don and Lukus volunteered to work Saturday Morning the 17th.? Dennis volunteered to work Saturday afternoon. ?Ted volunteered to work Saturday afternoon. Dennis volunteered to work Sunday as well. Anybody wanting to work at it please go to HamClubOnLine and fill out the application. ?The GunShow will be held at the La Grande Armory on 12th Street.? The Club will reimburse Tyson for the $50 fee to host a table at the event.

?

Elkhorn Relay. We will invite Katy to attend our March meeting to again talk about the relay and how we can support it. We will invite Nick Vora as well.

?

Eagle Cap Extreme (ECX) sled dog race is cancelled for 2014 due to lack of sufficient snow. ?The race is held outside of Joseph Oregon.

?

Mike Abernathy suggested we need to start to plan for this year's Field Day event to take place on 29 and 30 June. More discussion next meeting.

?

Tyson has 14 routers that can be used for Amateur Radio. The intention is to use at least some of them for ARES.

We did not get any requests for testing today. If anyone is interested in taking a test, please remember that as long as we have 3 VEs, we can test at any time, not just before the meeting. I have dates set in Exam Tools for people to shoot for.

ARRL Board Approves Free Membership for Students. New Vice Presidents Elected.

The ARRL Board of Directors met in Windsor, Connecticut, for its Annual Meeting, January 19 - 20, 2024. ARRL President Rick Roderick, K5UR, presided over the meeting, and the Board welcomed Great Lakes Division Vice Director Roy Hook, W8REH, as a newly elected member to the Board.

Here are highlights of some of the actions taken at the meeting:

  • Board members discussed proposed changes to By-Law 46, the Board's Conflict of Interest Policy, and decided to consider revisions at a later date. The Board unanimously voted to approve the establishment of a committee appointed by the ARRL President to affirm the set of ethics guidelines and standards for the Board. In addition to the guidelines, the committee will review By-Laws 42 (Ethics and Elections Committee) and 46 for possible revision. The committee will also engage with a competent legally qualified independent third party to handle all Ethics & Elections inquiries in the future.

  • The Board voted to make the ARRL Director's Workbook publicly available on the ARRL website.

  • The Board approved the reintroduction of ARRL Life Membership and 70+ Life Membership (for members of age 70 and over) on a revenue-neutral basis. At its July 2023 Second Meeting, the Board had suspended the Life Membership Program, pending the approval of an adjusted revenue-neutral program.

  • The Board approved two motions aimed at engaging young hams with a strong start to their lifelong journey with amateur radio and ARRL:

    • FREE ARRL Membership for Students. For decades, ARRL has offered a reduced dues rate for young hams, currently priced at $30 per year. At this meeting, the Board established a new option for a no-cost Associate membership for full-time students of age 21 and younger.

    • ARRL Student Coding Competition. The Board approved the creation of a coding competition that will challenge students 21 and younger to design a software application that meets the specifications established by ARRL. Awards of up to a total of $25,000 will be granted by an awards committee to the winning student(s). The terms and schedule for the competition will be determined by the committee.

  • With a goal of recruiting and developing greater participation in the ARRL Amateur Radio Emergency Service? (ARES?), the Board has approved, at the recommendation of the Emergency Communications and Field Services Committee, a commitment to expand messaging and marketing for the program.

  • Government Relations.

    • The Board issued its strongest rebuke of efforts by the ad-hoc group "Shortwave Modernization Coalition" (SMC) to introduce high-power signals to the shortwave spectrum, including frequencies immediately adjacent to the Amateur Radio HF bands. The Board made a clear statement that the interests of the SMC are in conflict with those of ARRL and its membership, and has requested that the ARRL Volunteer Monitors explore ways to gather data on SMC station emissions.

    • The Board voted to expand ARRL's ongoing efforts to help hams who are faced with involuntary limitations that limit their amateur radio operations beyond the regulatory efforts being pursued in Washington.

  • ARRL Foundation. The Board heard a report ARRL Foundation President David Norris, K5UZ. The Foundation, which marked its 50th anniversary last September, provides philanthropic support for amateur radio by way of the ARRL Foundation Scholarship Program, Club Grant Program, and through other grands and funds. In 2023, the Foundation awarded 113 scholarships totaling over $600,000, through the generosity of individuals and clubs. Norris also recognized the generous commitment made by Amateur Radio Digital Communications (ARDC) which will fund over $2.1 million, over three years, to support scholarships, radio technology for classroom teachers, and amateur radio club grants.

  • Elections.

    • Officers. The Board re-elected ARRL President Rick Roderick, K5UR, to a fifth 2-year term. The Board also elected Pacific Division Director Kristen McIntyre, K6WX, to be First Vice President, succeeding Michael Raisbeck, K1TWF. Northwestern Division Director Mike Ritz, W7VO, was elected Second Vice President, succeeding Bob Vallio, W6RGG. International Affairs Vice President Rod Stafford, W6ROD, was re-elected.

      The elections of McIntyre and Ritz to the Vice President positions mean that incumbent Vice Directors Anthony Marcin, W7XM (Pacific), and Mark Tharp, KB7HDX (Northwestern) will succeed as Division Directors, creating vacancies for Vice Director in those Divisions, which will be filled by appointment.

    • Executive Committee. As First Vice President, Kristen McIntyre, K6WX, will remain on the Executive Committee (EC), succeeding former Vice President Raisbeck. Directors re-elected to the EC include Dr. Jim Boehner, N2ZZ (Roanoke); Fred Kemmerer, AB1OC (New England), and Art Zygielbaum, K0AIZ (Midwest). Newly elected members include Jeff Ryan, K0RM (Rocky Mountain), and Bill Lippert, AC0W (Dakota).

The next meeting of the ARRL Board of Directors is scheduled for July 19 - 20, 2024.

ARLB002 ARRL Responds to FCC Proposals

The ARRL responded to the Federal Communications Commission's (FCC)
request for comments on removing the symbol (baud) rate restrictions
that apply to data communications on the LF bands and the VHF and
UHF bands below 450 MHz. The FCC also requested comments on the
bandwidth limits applicable to those bands.

The FCC's action follows their 2023 decision to remove the symbol
(baud) rate limits on the 160- to 10-meter amateur bands. Those
limits were replaced with a 2.8 kHz bandwidth limit, a move ARRL had
long advocated for.

The FCC's Further Notice of Proposed Rule making sought comments on
updating the other amateur bands on which its symbol (baud) rate
limits continue to throttle faster data rates. The subject bands are
the LF bands (2200 and 630 meters) and the VHF and UHF bands below
450 MHz. In its comments, ARRL strongly agreed with the FCC's
proposal to remove the symbol (baud) rate limits on the remaining
bands.

ARRL's comments also noted that CW operation is protected in the
lower 100 kHz of the 6- and 2-meter bands and will continue to be so
protected, but otherwise, all modes are permitted in the remainder
of the subject VHF and UHF bands with only the data modes subject to
bandwidth restrictions below 450 MHz that vary by band. The
bandwidth restrictions uniquely applicable to data modes have
resulted in the other modes being permitted to use many times the
bandwidth of data modes in an intermixed fashion determined by those
using the bands. For the data modes, however, the limits have
limited experimentation with techniques already in use in other
countries on amateur VHF and UHF bands.

ARRL concluded that the FCC should also remove the bandwidth limits
that apply uniquely to the data modes on the subject bands, and
instead, amateurs rely on voluntary band plans and local agreements,
as they already do with regard to the mix of the other modes ranging
from Morse code (CW) signals of 50 Hz or so (depending upon speed)
to amateur television that employs signals of 6 or more MHz. ARRL
also noted that the limited propagation range on the subject bands
enables local cooperation that is not possible on the HF bands where
propagation is such that signals can cover the globe.

The bands addressed in this rule making are:

* 135.7 - 137.8 kHz (2200-meter) and 472 - 479 kHz (630-meter)
bands.

* 50.1 - 54 MHz (6-meter) and 144.1 - 148 MHz (2-meter) bands.

* 219 - 220 MHz (1.25-meter digital) bands.

* 222 - 225 MHz (1.25-meter) and 420 - 450 MHz (70-centimeter)
bands.

Upcoming Contests - Things to Do

The is front and center the weekend of January 6. The mode is RTTY only, 80 meters through 10 meters. For those that haven't tried RTTY before: If you are set up for FT modes, you can run RTTY! There are many information sources that will get you going, one of which is ; for more advanced topics, check previous years' presentations on .

Test your RTTY setup this Thursday evening (0145z Friday) with the inaugural . Alternatively, you can test your receive configuration by copying the which occur twice per evening (US time) on each weeknight.

As January 6 is also the first Saturday in January, be on the lookout for . Kids day events are held twice per year.

The weekend of January 13, the North American QSO Party (NAQP) will fill the CW segments of the HF contest bands for 12 hours. The show that over 1200 logs were submitted comprising 465,000 contacts. Last year, 10 meters was hopping! Perhaps it will be even hotter this year. This contest has a power limitation of 100 watts for all entrants.

The use of RTTY as a mode outside of contests is waning. The weekly on Thursday evenings (US time), sponsored by the Northern California Contest Club, have been .

HOWEVER, A new Thursday evening (US timezones) RTTY Contest is has started - Organized by Tim Shoppa, N3QE, and Ron Koenig, WV4P. It's a conventional, non-sprint RTTY contest in the same time slot as the recently-departed RTTY NS. RTTY neophytes are encouraged to particpate in the WRT, and the contest has a Facebook page to help get people going. CWT participants will be familiar with the "every unique call is a multiplier" rule. The exchange is name and state/province for US/VE, Name and country for DX.

Larry, K8UT, notes: "The _v5 CW/RTTY Keyer is in its final stage of development and should be released in January. We've completed three rounds of Beta testing and all production components are on order.

Some Key changes from Mortty_v4 to v5:

  • Replaced Arduino Nano with RPi RP20450 microcontroller
  • Replaced USB B-mini connector with USB C connector
  • Merged both v4 Mortty modes into one app: CW Keyer (Winkey emulator) and TinyFSK
  • Added rear-panel slide switch for mode switching (CW<->RTTY)
  • Added rear-panel mode status LEDs (CW or RTTY)
  • Added internal speaker fed by sine-wave Audio Sidetone, with rear panel volume control
  • Added opto-isolators to radio outputs
  • Added RF chokes on radio outputs and paddle input
  • Improved SO2R support with discrete 1/8" TRRS rear-panel jacks (2 * PTT, CW, RTTY outputs)
  • Added individual front-panel status LEDs for both R1 and R2 (2 * PTT, CW, RTTY)

For you RTTY ops: There is also experimental RTTY code for SO2R RTTY (one cable, one com port, two radios) and RTTY Sidetone. Working with developers to enable that through their desktop apps. It might get posted as a separate download depending on how integration with loggers works. Stay tuned for that..."

Curt Bowles, on how his radio life has changed since he decided to construct a "big gun" station. Beyond the nuts and bolts and towers and amps, he talks about the commitment required to maintain it, and how having access to such a station has changed his operating technique.

One upon a time, when contests were over on Sunday evenings in the Eastern US timezone, hams would gather on a well-known frequency, 3830 kHz (there were no megahertz back then), and exchange reports of how well they did in the contest. Over time, hams in other timezones wanted to report their scores, and by then more people discovered email, so in 1995 or 1996 Dave Pascoe, KM3T, made an email reflector for the purpose of reporting scores. Fast forward to early December 2023: Dave announced the planned cessation of the 3830@... reflector on December 31, 2023, for a number of reasons, the primary one being that it is increasingly difficult to consistently deliver email messages. Then, last week, Bruce Horn, WA7BNM, webmaster of , announced:

"In preparation for the sunsetting of the 3830@... mailing list, I've added a new chronological list of score postings on to mimic the list that is available on the mailing list archive. The new list displays all score postings for the past 3, 10, or 30 days and allows for weekly contests to be excluded (default) or included in the list. If a post is updated, the timestamp associated with it is updated to the time of the update. A horizontal line within the list separates postings that are new/updated since the user last viewed the page from those that are older (this functionality is dependent on the user allowing browser cookies). Previously visited links to specific postings are indicated by a screened-back text color.

The site navigation menu at the top of the 3830scores.com page now includes a link to the new list.

Word to the Wise

Big Gun and Little Pistol

There are no hard and fast definitions of either of these terms. Big Gun generally means that the station is capable of producing big signals and being able to maintain high run rates despite crowded band conditions. Big Gun also comes with the implication of tall towers, extensive antennas, amplifiers, and great radio locations. Little Pistols are stations that, despite missing one or many of the physical components of a Big Gun station, make up for what they don't have with strong operating skills and on-the-air "."

Part of Bob Shohet's, KQ2M, : "Congrats to the ionosphere for nailing EVERY ARRL, WPX and CQ CW/SSB contest in 2023 with an M Class flare and/or CME! First time that I have ever seen/experienced this in 50 years of contesting."

Dave Cuthbert, KH6AQ and Rob Van Geen, NH6V, teamed up for a portable operation, putting . According to , they ran "1500W to a full-size quarter-wavelength wire sloping about 50¡ã up to the top of a 150-foot Cook pine tree across the road from the beach. It ran off of two 130' elevated radials that were parallel to the coastline and perpendicular to the direction of North America and Europe... 35¡ã. The feedpoint was back about 25' from the ocean and it even got occasionally hit by the large crashing surf (!)." They described their antenna as "pretty ideal." They also used a K9AY receive loop to minimize the effects of a noise source in a local neighborhood. You can see photos from their operation in their .

Conditions during the ARRL 160 Meter contest early in December were lacking. It didn't seem to matter where you were on in North America - conditions were lousy.

Benefits of Diversity on Receive

If you have two receivers in your radio, listening with two different antennas at the same time, one in each ear, can yield benefits. Being able to hear from different directions can separate the stations in the sound field, making easier to identify callers that may be worth more points. Sometimes the effects of ionospheric fading can be mitigated, since as a signal recedes on one antenna, it could be increasing on the other.

Technical Topics and Discussion

ADIF stands for "Amateur Data Interchange Format" and is useful when contact log information needs to be exchanged between different applications, or processed by websites. ADIF has had many revisions over the years; one can keep current on the current and past standards via the ADIF website: . Changes to the ADIF standard are reflective of what's in vogue for operating: recent changes have seen the addition of fields for Parks on the Air (POTA) information, altitude (useful for Summits on the Air, or SOTA contacts), and so on.

Using small Form Factor (SFF) PCs in the ham shack is a way to free up space for... more gear of course! Reconditioned SFF PCs end up on the usual online buying sites after they're tested and reinstalled with an operating system. They can represent a great value for a shack computer - for example, an HP Elitedesk 800 G3 with a 3.1GHz 4-core intel i5 processor, 16G of memory, 25GB SSD, 4k resolution DisplayPort output, keyboard, mouse, Microsoft Windows 10 Pro for... $110.00, currently on Amazon.

Switching an inductive load as one might find with transformers, motors, and the like, can be tough on switch or relay contacts due to the back-EMF generated when the contacts are opened. discusses the theory behind switching at moments of zero-current, and provides a sample circuit for low power inductive loads.

Version 2 of hardware is orderable via . According to the website, this version will have a new RF front end with programmable attenuator and gas discharge tube for better input protection, a new GPS chip, and better reverse supply voltage protection. LDMOS amplifier builders might find the surplus Eltek Flatpack2 series power supplies available on eBay to be useful. With 48-53.5v nominal outputs at 2kw to 3kw power levels, it's a straightforward way to power LDMOS pallets. Printed circuit boards that plug into the Elteks are also available on eBay - add a few components, and you're ready to get power in and out of these units and control them through their CANbus. Search github.com for "eltek Flatpack2" to get more information on these beefy power supplies, and example software to control them.

Why Not Use Faster RTTY?

RTTY contests conventionally use 45.5 baud as the transmission speed. However, if you're using a computer to send/receive RTTY you're likely able to send and receive RTTY at 75 baud, nearly twice as fast! At the higher speed, contacts are quicker, and rates can be higher. Configuration instructions for N1MM Logger+ are at , and you can use your favorite search engine to find relevant information if your setup is different.

But where will you find others to work at these faster speeds? contest in April is the one place where 75 baud RTTY is the only mode in use. Higher RTTY speeds are allowed in the ARRL RTTY Contest, but because there are relative few people currently using 75 baud, everyone sticks with the slower speed.

PS: can help with troubleshooting your 75 baud configuration, especially if you have an issue with switching back to slow speed RTTY when S&P mode is used.

W7GRA Sunday Night Net - New Years Eve

 

Good afternoon everyone,
I just realized that New Years is on a Sunday this year. As many of you know I help do the New Years Eve Ball Drop downtown, the set up time and the Sunday Night net are happening at the same time. So I will not be able to run the net and most likely not able to join the net. Is anyone up for running the net tomorrow night?
