Sorry, I should have provided more info. I originally did have it on pin 17 per the schematic. In this configuration, the frequency will change when rotating the knob, but the increment value is frozen (pushing the shaft has no effect). I told this to Farrukh who advised me to move it to pin 21.
I have now moved the connection to pin 17 and the increment value is frozen at 5 kHz.
