Do you have access to a scope to see if any signal is getting to the 386? If you don't have one, check your local community college/university or even high school physics class and ask if you could use it for a few minutes. The alternative is to try another chip. I'm sure you've already checked the supply voltage to the amp. I'm not an EE guy, but maybe someone else has some ideas.
