As someone else pointed out, the de minimis provision of Section 321 of the Tariff Act of 1930 exempts the first $800 of an order. David Cripe, who lead the T41 effort by 4SQRP found that out the hard way. If they had shipped the assembled boards in multiple small lots, they would have saved almost $4,000!
