Finally figured it out for anyone in the future that may have problems. For what ever reason the registry permissions got set to "not allow" some or most keys from being created for occultwatcher.

I installed Occultwatcher on another system with a fresh install of Windows 11 and it does seen to load and run fine. I must have a software conflict is my guess now. Thanks
