Only Microsoft can answer that for sure.

Richard,
?
I am reporting what Microsoft has already answered.? There is no mechanism, none, to transfer ownership of M365 subscription.
?
Getting access to a deceased individual's M365 account, if you don't have their login credentials, does require getting not only the death certificate, but more.? But I wasn't trying to address that, at all.
?
I am the primary subscriber for my Family plan, and dug through Microsoft documentation regarding what one can and cannot do after my passing if you are a member of the M365 family I have set up.? The only way for that "family collection" to continue is by someone else subscribing to M365 as the primary subscriber and then sharing the necessary family seats to the remaining living individuals (and, perhaps, plus one more since there will be that extra seat).
?
Microsoft states, in no uncertain terms, that no transfer mechanism exists.
