I Have found this as well and re-starting Microsoft Outlook seems to work, the classic version.

I also find that intermittently Control+y to change folders doesn¡¯t work (outlook365) but from memory restarting works, but frequently when this happens I just revert
to using Shift+F6 and keep going rather than restarting Outlook..

I am using Outlook 365 and Win 11.
I am noticing that sometimes CONTROL-Y doesn¡¯t work and I can¡¯t switch folders.
I end up having to close and reopen Outlook and it will work once, but when I try it again it doesn¡¯t.
