You are having a bad (corrupt) download.
Perhaps you are using Firefox, and perhaps you ask Firefox to open the file in LTspice.? Don't do that.
Instead, download and SAVE the file to your disk.? After it has downloaded and saved, then go to Windows Explorer, find the file, and then open it in LTspice.
