You can usually write '?' in email and elsewhere using ALT-0181 on the numeric keypad.

If you use Thunderbird as your email client, there are a number of characters and symbols you can add from the menu item: Insert > Characters and Symbols > Common Symbols. The drop-down list contains "?".

For those not listed, there is Character Map.
