Members of Subgroup have to be members of primary (parent ) group

I believe it's possible to have the mail delivery set to No Mail for the main group and an active delivery option set for the subroup. But AFAIK, there isn't a way to have a member on a subgroup who's not a member of the main group.? (If there were, I'd prganize my groups and subgroups differently than I do now.) IIRC, the consensus was that this wasn't seen as a problem, as main and sub-group moderatorships should be the same.
