Robert Just because it has photos there is no reason that a document couldn't be on the Wiki as essentially the same presentation/layout as the PDF.? I have done this in addition to linking to a PDF.

As Duane suggests, you can make your wiki publicly available. But you'd have to put it somewhere else if it is a PDF. You can put images on a wiki, but not a PDF. In theory, you could also put a link
