And it did thread.
Interestingly, I did find another reply of yours which did not thread, and in that message there was both an In-Reply-To and a References field, but the value in those fields had nothing to do with the Message-ID of the message you replied to. I was kind of expecting that behavior to occur again.
Providing wrong field content is worse than not providing the field at all. I don't know if there is anything other than the passage of time (updates?) to account for the difference in Outlook's behavior.
If you want to poke at this some more we should move to shalstest@ so as not to bore the other members of GMF with test messages.
