They INITIALLY could, but a little over a year ago Yahoo made some
changes so if you were NOT subscribed with a Yahoo email address then
you could NOT go to the Yahoo site to see pictures, change email
status etc.
It has always been the case that using the web pages to control one's subscription requires being signed in to Yahoo. But that is not the same as being subscribed to a group with a Yahoo Mail address. And that's been a FAQ on the moderator help groups forever, because Yahoo did such a terrible job of making group join a clear and simple process.
It has also always been the case that a group member with no Yahoo account whatsoever can control their subscription through the use of email commands.
Note that I had to resort to the wayback machine to dig up that help page. I can't imagine why it has been removed from the current help system - all the email commands still work. Including the the only briefly documented ones:
groupname-traditional @ yahoogroups.com
groupname-fullfeatured @ yahoogroups.com
The majority of my subscribers were NOT yahoo email people.
That's still true of myself and the majority of the members of my groups still at Yahoo. The ID I use to manage my Y!Groups does not have an active Yahoo Mail address.
