The Help says: ! Important: ?After a subgroup is created, a public archive can be changed to a private one (that is, viewable only by parent group members or subgroup members), but a private archive cannot be changed to a public one. All you can change is whether the subgroup is listed in the parent group.

The beta update says the same.

I think it should say "but a private archive cannot be changed to be viewable by a broader audience. Private archives cannot be changed from subgroup members only to allow access to main groups members and cannot be changed to public archives."
