If I understand
correctly Dan ... and I may not as I have not done this myself ... your
mistake is in setting the hashtag as 'special'.
Special
Notices can be sent from the web interface without a hashtag, or with a
hashtag that is not itself marked as special. That way replies will carry
the hashtag but will not be processed as
special.
I think ... others may prove me wrong
...

I've considered the "lock topic after sending", but then the 'Replies'
to that message (well-wishes, condolences, etc) don't remain as a part of
the thread - the thread is a single-message-long.
I've also considered sending the original notice as 'lock after
sending' and then sending another message to initiate the Replies 'thread.'
But that's redundant messages and could prevent replies from the few who
have themselves set to receive Special Notices Only.
