However note that the terms also says: User Disputes
"You agree that you are solely responsible for your interactions with any other user in connection with the Service and Groups.io will have no liability or responsibility with respect thereto. Groups.io reserves the right, but has no obligation, to become involved in any way with disputes between you and any other user of the Service." Read the whole document here. Quote the relevant bits to Support.

If yours is an organized 55 plus community, is there some organization like a condo or strata board of directors, or management company? ?Whether or not she is an owner / occupier of a unit in your community, they may do something since she is putting your community in disrepute.
I would also suggest encouraging others to complain as well.
