Well, it probably is, but GMail is filtering it out as a dupe. Have
someone else send you one before deciding that it doesn't work.
You should also see the message among the recent successful deliveries in your own Email Delivery History.

Yes. If you open a single member record and pull down the Membership menu, you'll find an "+owner messages" entry. Select that for a listing of all such messages sent by that member.
Is there somewhere else that lets you choose a different email address for the owner address besides the personal account of the owner?
Such messages are sent to the owner's subscribed [non-aliased] address and there is no provision to reroute them elsewhere.
