Personally I have not seen any evidence of throttling on the groups.io side but take your point

Looks like a simple case of throttling on the receiving end. In essence, their server is saying "we're not ready to handle this right now. Go away for awhile."

Yes and no. The main problem is the expectation that emails will always be delivered in real time.
Groups.io could throttle mail on the sending side, and sometimes does. I doubt that would make your subscriber any happier.
