messages temporarily deferred ?

 

I have a subscriber who has been receiving posts out of order of their being posted, and some not received at all

In his Email delivery history under Most Recent Unsuccessful Attempts of which there are about 20 , this is the response message :-

mx2c51.megamailservers.eu: 452 4.7.1 Your IP address has been temporarily deferred. Please retry this message later. H:GRM

And under Bounces :-

mx4c51.megamailservers.eu: 452 4.7.1 Your IP address has been temporarily deferred. Please retry this message later. H:GRM

Am I correct in saying that this is a problem at the subscribers end?
