First of all, I am quite sure it is related to the reverification requirement.?
If you go to Admin, Members, and use the filters, you will see how many in your group must reverify their Groups.io account. I bet very few of your members must do it.

My suggestion - temporarily put everyone on Moderate if your group is unmoderated.
Have your list of those that do still need to reverify.
Prepare a message in Admin, Settings, Member Notices, Reject Notice to send to the person when rejecting the message, ?saying that they do not need to reverify.

Also if they are one of those that must reverify, suggest they log into the group and that will reverify their account.

You can also send a message to all members. I thanked them for signalling that they wanted to stay with the group. However that doesn't reverify them. They must log in so that the Groups.io software knows!?

When the traffic dies down, go back to your usual unmoderated (or stay moderated).
