Sort of, but you need to restructure. I belong to a very large group of teams. Each team has its own subgroup, plus a few subgroups for specialties. Something like this:

[email protected]

Everybody belongs to the Main group. Only Moderators may post there for special announcements, which are rare (Three posts in the last five years.).
Team members are assigned to their respective team. Only Team Members may post or see the messages for their respective Team.
Everybody is assigned the to the Schedules group to see what everyone is doing when. Everybody can see those messages. Post require Moderator approval.
New folks or those involved with training are assigned to the Training group. Everybody can see the posts, only group members may post.
All join requests require Moderator approval.

This format should be scalable and adaptable for a variety of situations, including those like yours.
